Article 63 If a bidding supplier has any objection to the bid-winning announcement, it shall, within 7 working days from the date of publication of the bid-winning announcement, raise a question in writing to the bidding procurement unit. The bidding procurement unit shall reply to the query within 7 working days after receiving the written query from the bidding supplier. If the supplier is not satisfied with the reply of the bidding and purchasing unit or the bidding and purchasing unit fails to reply within the specified time, it may complain to the financial department of the people's government at the same level according to the relevant regulations within 15 working days after the reply expires. After receiving the complaint, the financial department shall make a decision within 30 working days. During the complaint handling period, the financial department may, depending on the specific circumstances, notify the bidding procurement unit in writing to suspend the signing of contracts and other activities, but the longest suspension time shall not exceed 30 days.

Article 64 A purchaser or procurement agency shall, within 30 days from the date of issuance of the bid-winning notice, sign a written contract with the bid-winning supplier in accordance with the provisions of the tender documents and the bid documents of the bid-winning supplier. The signed contract shall not substantially modify the bidding documents and the bidding documents of the winning supplier. The bidding procurement unit shall not put forward any unreasonable requirements to the winning supplier as a condition for signing the contract, and shall not enter into an agreement with the winning supplier privately that deviates from the substantive content of the contract.

Article 65 A purchaser or procurement agency shall, within 7 working days from the date of signing the procurement contract, submit a copy of the procurement contract to the financial department of the people's government at the same level for the record in accordance with relevant regulations.
