Shaanxi Yellow Committee generally refers to the Yellow River Water Conservancy Commission.

The Yellow River Conservancy Commission is an agency of the Ministry of Water Resources in the Yellow River Basin. Entrusted by the Ministry of Water Resources and the Yellow River Basin Management Agency, it is responsible for the management, protection, conservation, governance, development, utilization and scientific research of water resources in the Yellow River Basin according to laws, regulations and water conservancy normative documents. Responsible for the preliminary work of hydrological and water resources monitoring and investigation and water conservancy construction project approval in major tributaries, flood storage and detention areas and other jurisdictions; Responsible for the review of large and medium-sized reservoirs (hydropower stations) and key projects in the Yellow River Basin, which mainly focus on power generation, flood control and water supply; Entrusted by the Ministry of Water Resources, responsible for coordinating and handling river-related affairs such as main sewage outlets, shoreline utilization, sand mining and river occupation in the basin; Assist the main stream and main tributaries in flood control and drought relief; Assist in the formulation and implementation of water and soil conservation, ecological construction and protection, management of key tributaries and development and utilization planning in river basins; Assist in the construction of water improvement and toilet improvement and drinking water projects for people and livestock in the basin endemic disease prevention and control areas; Responsible for the quality supervision of water conservancy and hydropower projects in the Yellow River Basin; Responsible for the investigation and arbitration of water disputes; Responsible for completing other tasks assigned by the Ministry of Water Resources.
