Chapter I General Provisions Article 1 In order to strengthen hydrological management, standardize hydrological work, develop hydrological undertakings, develop, utilize, conserve and protect water resources, serve disaster prevention and reduction, and promote sustainable economic and social development, these Regulations are formulated in accordance with the People's Republic of China (PRC) Water Law, the People's Republic of China (PRC) Flood Control Law, the People's Republic of China (PRC) Hydrological Regulations and other laws and administrative regulations, and in combination with the actual situation of this province. Article 2 These Regulations shall be observed in activities such as planning and construction of hydrological station network, hydrological monitoring and forecasting, investigation and evaluation of water resources, collection, storage and use of hydrological monitoring data, and protection of hydrological facilities and hydrological monitoring environment within the administrative region of this province. Article 3 Hydrological undertakings are basic public welfare undertakings for national economic and social development. The provincial people's government shall incorporate the hydrological cause into the national economic and social development plan, and include the funds needed for the hydrological cause in the fiscal budget at the corresponding level to guarantee it; The people's governments of cities and counties (cities, districts) with districts shall, according to the needs of local economic and social development, financially support and promote the development of hydrology in their respective administrative areas. Article 4 The water administrative department of the provincial people's government is in charge of the province's hydrological work, and the hydrological institutions directly under it (hereinafter referred to as the provincial hydrological institutions) are specifically responsible for organizing and implementing the management work.

Under the leadership of the provincial administrative department and the local people's government, the hydrological institutions of the cities with districts stationed by the provincial administrative department (hereinafter referred to as the municipal hydrological institutions) are specifically responsible for organizing and implementing the hydrological management work in the stationed areas, and at the same time accept the guidance of the local water administrative department.

Other units engaged in hydrological activities shall accept the industry management of hydrological institutions. Fifth local people's governments at or above the county level shall strengthen the construction of modern hydrological facilities, encourage and support the research, popularization and application of hydrological science and technology, and cultivate hydrological science and technology talents. Chapter II Hydrological Planning and Station Network Construction Article 6 The provincial water administrative department shall, according to the national hydrological development plan, basin hydrological development plan and the needs of the province's economic and social development, organize the compilation of the province's hydrological development plan, solicit the opinions of relevant provincial departments, report it to the provincial people's government for approval and implementation, and report it to the the State Council water administrative department for the record.

The water administrative department of a city divided into districts shall, according to the needs of the province's hydrological development planning and local economic and social development, organize the preparation of the hydrological development planning of its administrative region, solicit the opinions of the provincial water administrative department, and report it to the people's government at the same level for approval and implementation. Seventh hydrological station network construction to implement unified planning. Provincial hydrological institutions shall, according to the development plan of the whole province's hydrological undertakings, organize the preparation of the construction plan of the whole province's hydrological station network, and report it to the provincial water administrative department, the development and reform department for approval, as the basis for the construction of hydrological station network.

Provincial hydrological institutions shall, according to the needs of economic and social development and the changes of hydrological situation, adjust the construction plan of hydrological station network in the province in a timely manner and report it to the original approval authority for approval.

The establishment of the hydrological station network in the province is announced to the public by the provincial hydrological institutions. Eighth hydrological station network construction should be included in the capital construction plan, and organized and implemented in accordance with the national fixed assets investment project construction procedures.

New construction, renovation and expansion of water conservancy projects need supporting the construction or renovation of hydrological stations, and the funds for the construction or renovation of hydrological stations should be included in the project construction budget. The operation and management funds of hydrological stations that directly provide services for water conservancy projects shall be arranged in the maintenance funds of water conservancy projects.

Districts of the city and county (city, district) should be due to the economic and social development of the administrative region to set up a special hydrological station, its construction and operation management funds borne by the people's government at the same level. Article 9 The establishment and adjustment of important national hydrological stations shall be reported by the provincial water administrative department to the hydrological institutions directly under the water administrative department of the State Council for approval. The establishment and adjustment of basic hydrological stations in other countries shall be approved by the provincial water administrative department and reported to the hydrological institutions directly under the water administrative department of the State Council for the record. Article 10 The establishment of special hydrological stations shall not be duplicated with the national basic hydrological stations; In the area covered by the national basic hydrological station, if it is really necessary to set up a special hydrological station, it shall be reported to the provincial hydrological institution for approval; Belonging to the examination and approval of the river basin management institution, the provincial hydrological institution shall report to the river basin management institution for examination and approval.

To apply for the establishment of a special hydrological station, the following conditions shall be met:

(1) Having the site and infrastructure required for hydrological monitoring;

(two) it is necessary to have special technical equipment and measuring instruments for hydrological monitoring;

(3) Technical personnel with corresponding specialties.

The special hydrological station shall be built and managed by the establishment unit; If the setting unit is unable to manage it, it may entrust a hydrological institution to manage it.

The cancellation of a special hydrological station shall be reported to the original approval authority for approval. Article 11 If it is really necessary to relocate the national basic hydrological station due to major engineering construction, the construction unit shall apply to the provincial water administrative department before the approval of the construction project, and the provincial water administrative department shall examine and approve it or report it to the hydrological institution directly under the water administrative department of the State Council and the river basin management institution for approval. The cost of relocation of hydrological stations shall be borne by the construction unit.

At the time of application, the construction unit shall submit a report on the investigation, evaluation and demonstration of hydrological and water resources compiled by a unit with corresponding qualifications. The demonstration report shall include the relocation site, monitoring environment, emergency monitoring measures, comparative observation plan, budget and other contents.

Where the national basic hydrological station is relocated, the relevant hydrological institutions shall take emergency measures to ensure the normal development of hydrological monitoring during the relocation period.
