5. Integration methods

5. 11. In order to scientifically allocate radio and television resources and reduce duplication of construction waste, it is necessary to organically combine cable TV network integration with the work of "radio and television coverage in every village". Wherever possible, cable TV networks should be connected as much as possible to promote long-term, safe and stable transmission of radio and television in rural areas of our province.
6. Regarding profit distribution, debt and investment
1. The original cable TV network asset owners at all levels and the relevant asset parties that have entered the radio and television network with the approval of the radio and television department shall be subject to the market ( State, prefecture), county (city, district, special zone) as a unit to become a shareholder of a joint-stock company. Shareholders of a joint-stock company have the same rights and interests with the same shares, perform the shareholder responsibilities and obligations in accordance with the Company Law, and enjoy the rights and interests of shareholders.
2. 3. For debts originally incurred by shareholders of a joint-stock company for network construction and operation (analog TV part), the shareholder, the creditor, and the joint-stock company shall sign a repayment agreement. During the transition period, the loan principal and interest will be repaid first from the stock left by the joint-stock company to shareholders at all levels. After the transition period, if the debt has not been paid off, the joint-stock company will deduct the profits due to the indebted shareholder year by year based on the balance of the shareholder's debt and use it to repay creditors until it is paid off.
4. After the establishment of the joint-stock company, the investment required for the construction, transformation and overall transformation of radio and television networks from analog to digital will be borne by the joint-stock company, and each city (state, prefecture), county (city, district) , special zones) radio and television institutions will no longer bear investment.
7. Nature and functions of joint-stock companies
According to relevant national regulations, joint-stock companies are emerging cultural enterprises established through the integration, asset restructuring and restructuring of the province's radio and television networks. The joint-stock company implements a modern enterprise management system.
The basic functions of the joint-stock company are:
1. Construction, development, operation and management of the province's radio and television network in accordance with the law.
2. 8. Management System
The joint-stock company implements vertical hierarchical management of city (state, prefecture) and county (city, district, special zone) branches, and authorizes each city (state, prefecture) ) branches are divided according to administrative regions, implement the construction and operation plan and financial budget formulated by the joint-stock company every year, and manage the branches in each county (city, district, special zone). 12. Regarding integration discipline and time arrangement
