Does the Security Management Office of Beijing Public Security Bureau have the right to punish the following security companies?

According to the national law "Regulations on the Administration of Security Services", public security organs are not allowed to participate in the operation of security companies, let alone set up security company institutions. However, in practice, the security company was established in other names, and it is still not dare to draw a conclusion whether the public security organs participate in the security company.

(1) Security service companies can only be established by public security organs, and no other unit, department or individual can be established.

Municipalities directly under the central government, provincial capital cities, provincial public security departments and county (city) level public security bureaus may set up security service companies. Provinces, autonomous regions, public security departments, regional public security departments, public security police stations (police stations) and internal departments of public security organs, enterprises and institutions shall not set up security service companies; (two) the security service company shall not be named as a public security organ, as a legal entity for accounting, independent operation, self-financing, and bear civil liability.

The establishment of a security company must be registered in the administrative department for industry and commerce, and the legal representative of the company must be examined by the public security administration department of the public security organ;

(3) The security service company must have an office space, and the registered capital of establishing the company shall not be less than 50,000 yuan; Management personnel should be more than 7 people.
