I think it is a lie. If that company is really hiring, why not just send an email to invite you to the company for an interview? What kind of online assessment (and registration) is needed? You have to fill in your mobile phone number. It is estimated that you have to register as a member on the website for a fee.

Personally, I think that if you submit your resume to apply for a job, the company will generally send you an email directly to his company for an interview when it thinks you are suitable (that's how I used to submit my resume online).
