In order to further implement the strategy of strengthening the city with talents, further strengthen the talent reserve of outstanding young cadres and optimize the team structure of party and government cadres, Huaibei City now introduces party and government reserve talents to well-known universities according to the needs of work. The relevant matters are hereby announced as follows:

First, introduce the target and plan.

(A) the introduction object

The national "double first-class" key universities and the top 200 high-level universities in the world at home and abroad (refer to the comprehensive ranking of QS world universities) should be full-time graduates with bachelor's degree or above (excluding graduates from junior colleges and independent colleges and students who are oriented and appraised).

(2) Introduction plan

Take the form of "big discipline" and "shortage of majors". Each city, county (district) plans to introduce an unlimited number of doctors, including 23 in literature and history and 37 in science and engineering, with "shortage of majors" 1 1 person (the positions are as follows):

Second, qualifications.

Persons under any of the following circumstances are not allowed to apply:

(9) Persons who are listed as joint disciplinary targets for dishonesty according to law.

If there are illegal acts, academic misconduct and moral conduct problems during the study and work, or if there are laws and regulations prohibiting the employment of staff members of public institutions, they shall not be employed.

Third, introduce the procedure.

(1) Online Registration

Online registration is implemented for this exam, and applicants log in to Huaibei Personnel Examination Online Registration System (/index.php) to register. The registration time is from 9: 00 on June 23, 2022 to June 30, 2022 16:00, and no supplementary application will be made after the deadline.

Applicants should carefully read the "Guide to Epidemic Prevention and Control during the Examination" and fill out the "Application Form for the Open Introduction of Party and Government Reserve Talents in Huaibei City in 2022" in the online registration system as required. Each applicant is limited to one position, and the ID card used for registration and examination must be the same. The application materials submitted by the applicant shall be true, accurate, complete and standardized.

Anyone who passes the qualification examination through fraud and the actual situation does not match the conditions for applying for the exam, once verified, will be disqualified from the examination and employment.

(2) Prequalification

After the applicants register, they will log on to Huaibei Personnel Examination Online Registration System to inquire about the preliminary qualification examination before June 1 day and July 16:00. Those who pass the exam cannot apply for other positions; Those who fail to pass the review or preliminary examination can change their positions before July 1 18:00. If the ratio between the number of qualified people in the preliminary qualification examination and the number of people in the introduction plan is less than the minimum ratio of 2: 1, the number of people in the post introduction plan shall be adjusted accordingly.

Doctoral students go directly to the interview.

For other positions, if there are a large number of applicants, they will be selected first and then interviewed. Considering the ranking of colleges and universities, the shortage of specialties in our city and the reality of retaining talents, the ranking of graduate colleges, the shortage of specialties, the willingness to stay in Huai River, rewards and punishments and other factors are taken as important references, and undergraduate colleges give priority to national "double-class" key universities and famous foreign universities.

(3) Qualification examination and examination

Conduct qualification review before the interview (the specific time and place will be notified separately). Applicants must bring their original ID card, academic degree certificate, Application Form for Open Introduction of Party and Government Reserve Talents in Huaibei City in 2022, and participate in the qualification review with the green code of "Ankang Code". Those who pass the qualification review will receive an interview notice on the spot.

According to the requirements of epidemic prevention and control, candidates who are not suitable for the unified examination will not take the examination.

The interview was conducted in Huaibei city in a structured way (the specific time and place will be notified separately), and the results will be announced to the candidates on the spot.

For positions with more than two interview groups, in order to balance the differences of examiners' scores in different interview groups and ensure fairness and justice, the revised coefficient method is used to calculate the final interview scores of candidates. (4) Physical examination and inspection

1. Selection of candidates

According to the difference of interview results from high to low, determine the candidates for each position to participate in physical examination and inspection. If the last candidate has the same test scores, it is determined to be a physical examination and inspection candidate.

2. Physical examination

If there is a vacancy in the qualified candidates for physical examination and inspection, in accordance with the prescribed procedures and time limit, among the applicants for the same position, the final score of the examination will be replenished from high to low, and the number of replenishment will not exceed two times.

(5) Publicity and distribution

2. Allocation and employment

After the expiration of the publicity period, if there is no problem or does not affect the introduction of party and government reserve talents, the study experience, professional background and other factors will be considered as a whole, and according to the principle that people and posts are suitable, they will be assigned to the relevant positions of the city and county (district) to fully allocate funds for training and go through the employment procedures.

Those who do not obey the organization's distribution will be disqualified.

Four. Relevant policies

Party and government reserve talents implement the management policy of "five unifications";

Unified and open introduction, in the name of "Huaibei City openly introduces party and government reserve talents", not in the name of specific units; Unified placement, party and government reserve talents are all included in the city and county (district) establishment management, the initial employment period is 3 years (including 1 year probation period), and the minimum working life in Huai is 3 years; Unified training, party and government reserve personnel and personnel relations in the corresponding institutions to implement, in accordance with the principle of adapting to people and posts, choose the actual training positions to the corresponding professional departments, key projects and other positions for training; Unified tracking assessment, the special assessment of party and government reserve talents after the probation period is led by the organization department of the municipal party Committee; After passing the examination, doctoral and master students will be appointed as seven or eight management positions respectively (institutions below the county level can be appointed as seven or eight staff members); Unqualified, cancel the employment; Unified preferred use, for the introduction of outstanding performance, outstanding performance through examination, under the same conditions, priority is given to job promotion or professional and technical title evaluation and employment, and priority is given to the transfer of civil servants.

1. Living allowance: doctoral, master's and undergraduate graduates are given 3,000 yuan a month, 1200 yuan and 800 yuan respectively, and the subsidy period is 3 years.

2. 4. Children's schooling: If the party and government reserve talents have school-age children who need to enter the park, the education department will make overall arrangements to attend high-quality public kindergartens or primary and secondary schools in the place of employment; In the high school education stage, students are enrolled according to the examination enrollment policy of the education department.

Party and government reserve talents will no longer enjoy the corresponding treatment after changing their identities through job transfer, recruitment and recruitment.
