First, the status quo of education development
1, basic situation
There are 286 schools in our district, including 264 public schools (9 ordinary high schools, 4 junior high schools 1, 2 primary schools 1 4) and 22 private schools (ordinary high schools1,vocational high schools1,2 junior high schools and 8 primary schools). Students 125878, including public schools10/721person (ordinary schools 14258, junior middle schools 37934, primary schools 49529) and private schools 24/kloc-0. There are 6,749 in-service teachers, including 765 high school teachers, with a qualified rate of 59%, 2,736 junior high school teachers, with a qualified rate of 7 1%, and 3,248 primary school teachers, with a qualified rate of 100%.
2. Main achievements
First, the achievements of the Ninth Five-Year Plan have been consolidated and improved. In recent years, our district has made efforts to rationally adjust the layout of schools and further optimize the allocation of resources. The number of public schools in the whole region has been reduced from 595 at the time of acceptance of 1997 "two basics" to 264 now; At the same time, according to local conditions, all localities have opened up a new way to run boarding schools for primary and secondary school students in Liancun. There are 20 central primary schools in the whole district, with 2 144 primary school boarders. At present, the primary school enrollment rate is 100%, and the consolidation rate is 99.9%. The enrollment rate of junior high school is 99.3%, and the consolidation rate is 97%. In 200X, our district was rated as "advanced county for consolidating and popularizing nine-year compulsory education" by the provincial government. In the past four years, the whole region has invested a total of180,000 yuan to renovate more than 40,000 square meters of dilapidated buildings in primary and secondary schools, and was rated as "advanced unit for renovation of dilapidated buildings" by the municipal government in 200X.
Second, the reform of the education system has been comprehensively deepened. In recent years, 33 township joint schools have been merged in our district, reducing 90 administrative posts. At the beginning of 200X, the staff establishment was successfully implemented, and 580 staff were streamlined and diverted. At the same time, the "three systems" reform with the principal's term target responsibility system, the teacher's competitive appointment system and the performance reward system as the main contents is being further promoted. The reform of the management system of public schools is the first in the city. In 2000, three public vocational schools, namely District Vocational Middle School, District Women's Vocational Middle School and District Insurance Middle School, successfully implemented personal leadership through competitive recruitment. After four years of operation, the three schools have made remarkable achievements in system reform, revitalizing assets, and reducing losses and debts. In five years, debts have been reduced by more than 5 million yuan, and the number of students has increased from 4 1 1 to 3,500.
Third, the scale of private education is expanding day by day. In recent years, our region has opened its hands to develop private education, making private education a strong growth point for expanding the scale of education. At present, private education in our region covers the whole country, from pre-school education to higher education, from academic education to non-academic education, from basic education to vocational education, from pre-school education to insurance education. It has formed a multi-level, multi-category and multi-form school-running system and a diversified development pattern of running schools by departments, enterprises, joint ventures and individuals, and has embarked on a development road of marketization, humanism, market-oriented operation, low-cost expansion and high efficiency. There are 50 private educational institutions (including kindergartens) in the whole region, accounting for17.36% of the total number of schools; 24 157 students, accounting for 20.1%of the total number of students; The total number of teachers in private schools is 1 125, accounting for14.7% of the total number of teachers; The total campus area of private schools is 26.6 square meters, accounting for15.15% of the total campus area; Accumulated assets reached186.389 million yuan. All indicators exceed the average level of the whole province and the whole city. Among them, Tongde Vocational and Technical College ranks second in the comprehensive evaluation of the province, with more than 57,765,438 students and a campus area of 383 mu. Huaiyang Middle School is the largest private complete middle school in Changde, with nearly 4,000 students. Yun Ze Experimental School has become an excellent private primary school in China. The expanding private education not only alleviates the contradiction between urban compulsory education and insufficient supply of high school education, but also opens up a broad road for the reform of diversified school-running system. It not only meets the people's demand for quality education, but also introduces advanced school-running concepts and management models, optimizes the investment environment and promotes the economic and social development of * *.
Fourth, the financial investment in education has increased year by year. In the case that the district finance is quite tight, the finance gives priority to ensuring the education funds, and the budget increases year by year, reaching114,258,500 yuan in 200X, accounting for 35% of the total annual budget expenditure, with an increase of 8.9% over the previous year. Teachers' salaries have all been paid by punching cards, and pension insurance, medical insurance and housing accumulation fund, which are related to teachers' vital interests and are treated equally with national civil servants, have all been included in the financial budget. At the same time, the school public funds, housing repair, class teacher funds are also given priority by the financial arrangements and funding. Fifth, arbitrary charges for education have been effectively curbed. In recent years, in view of the problems strongly reflected by the masses, our district has carried out a special treatment on the problem of unreasonable charges in primary and secondary schools, which has well stopped the trend of other departments to set up projects, expand the scope, raise standards and charge for hitchhiking without authorization. Since the autumn of 2000, the "one-fee system" has been tried out, and the phenomenon of unreasonable charges in education has basically been put an end to.
Two. Problems and difficulties
In recent years, although great achievements have been made in the educational work in our region, there is still a big gap with the requirements of the party and the state for educational work, the practical needs of accelerating regional economic and social development, and the growing educational needs of the broad masses of the people.
1, the external environment of education development is not satisfactory. First, the phenomenon of "three chaos" has occurred from time to time. Because the district finance does not guarantee the working funds of functional departments, a few functional departments are driven by interests, and they go to the school for law enforcement inspection from time to time, and charge or fine the school for various reasons and excuses, which increases the economic burden of the school to a certain extent. Second, the surrounding environment of the school needs to be rectified urgently. Influenced by the social environment, a large number of entertainment places, such as Internet cafes, video game halls, beauty salons, foot washing cities and vendors, are getting closer and closer to the school, which seriously affects the normal teaching of the school and the healthy growth of students. In particular, the proliferation of Internet cafes has become a major social problem that needs to be solved urgently. Although the government has repeatedly organized relevant departments to carry out special rectification of Internet cafes, the effect is not good, and there are still black Internet cafes in a few towns and villages such as Shibantan and Huangtudian. Third, all kinds of behaviors that interfere with the teaching order occur from time to time. Some township schools in Baotou blocked the school gates, attacked the schools, interfered with the normal teaching order and harmed the interests of schools, teachers and students. For example, a migrant worker died unexpectedly in the construction site of District No.5 Middle School, and the family of the deceased made trouble unreasonably, claiming 60,000 yuan from the school before giving up.
2. Insufficient investment in education. Although the financial investment in education has increased year by year, there is still a certain gap in education funds for various reasons. First, education construction is heavily in debt. According to statistics, the debt of education construction in the whole region is as high as 40,623,600 yuan, including township government debt 1.9 1.843 million yuan, rural schools debt 2,045,000 yuan and district schools debt 1.93943 million yuan. Most of the construction debts are due to the infrastructure projects accepted by the "two basics". In recent years, the allocation of modern educational technology has also formed a new debt of about 3 million yuan. Second, the operation of funds is difficult. Although the school office and maintenance funds have been included in the fiscal budget this year, the daily operation of many schools, especially rural primary schools, is still difficult because of the small amount. The public funds for each semester are only
Three to four thousand yuan, school maintenance funds can not meet the actual needs. Third, teachers are poorly paid. The salary of teachers in our district is 200-300 yuan less than that in Jiangbei City every month, especially in rural areas, where teachers are poorly paid and do not fully enjoy the food expenses and living allowances stipulated by the state. Some towns and villages still owe their teachers wages before punching in. For example, Shimenqiao, Xiejiapu, Zhonghekou, Shimeitang, Doumu Lake and other towns owe teachers' salaries of 6.5438+0.98 million yuan due to factors such as additional payment of rural education fees.
3. The structure of teachers is unbalanced. First of all, there is an imbalance between supply and demand within the teaching staff. There are 6772 primary and secondary school teachers in our district, including senior high school 10 10, junior high school 2952 and primary school 28 10. There are 6,950 teachers, including 896 in senior high school, 2,806 in junior high school and 3,248 in primary school, with an overall surplus of 178. Although there is a general surplus of primary school teachers, with 438 teachers, and there is still a surplus of 160 after job placement, there is a shortage of primary school English and information technology education teachers, including 120 primary school English teachers and 80 information technology teachers. Junior high school teachers are vacant due to high school selection and other reasons. Existing teachers 146, English, physics and chemistry, history and geography teachers are out of touch, including 50 English teachers, 35 physics and chemistry teachers and 55 historical geography teachers. Senior high school teachers are short of 1 14, and they are generally overworked, which affects the teaching quality. Second, primary school teachers are older and have lower academic qualifications and titles. At present, primary schools have not enrolled new students in normal colleges for four years, and teachers' general knowledge is aging and their concepts are lagging behind, which can not meet the requirements of the new curriculum reform, and a qualitative gap has emerged. There are 3,248 primary school teachers, 6 young teachers under the age of 3516, accounting for 18.9% of the total, and teachers over 46 1767, accounting for 54% of the total. There are 22 teachers with bachelor's degree in insurance major, accounting for 0.6%, and teachers with secondary school degree account for 68.7%; There are 1384 teachers with middle and junior titles, accounting for 42% of the total number of teachers, and 95 teachers without titles. Third, the loss of key teachers is serious. Due to the special geographical location and the influence of the establishment treatment, it is difficult to retain key teachers in our district, and 150 people have flowed out in the past four years.
4. The school construction in the compulsory education stage in Jiangnan City obviously lags behind that in Jiangbei City. Compared with Jiangbei District, schools in compulsory education in Jiangnan District generally have poor school conditions, small campus area, lack of modern educational facilities, and even some schools have dangerous buildings. For example, Wuling Town Central Primary School has more than 3,000 students, with a campus area of 1 1888 square meters, a school building area of 8,626 square meters, a per capita area of 4.25 square meters (standard 18 square meters per person), a per capita construction area of 3.08 square meters (standard/5.74 square meters per person). So far, there is no public junior high school in Jiangnan. Except for the junior high schools in District 9, all other junior high schools are run by the people, and they all charge a certain preparation fee. At present, there are 5,339 junior middle school students in Jiangnan City, among whom 3,489 are studying in private schools, and they have not fully enjoyed the preferential policies of compulsory education.
5. There is a big gap in reconstruction funds invested by higher authorities. There are 487 17m2 dangerous buildings in primary and secondary schools in the whole district (including 850 m2 D-class dangerous buildings and 29,500m2 B-class and C-class dangerous buildings), and the appearance of dangerous buildings is a dynamic process. The central government and the province regard * * as a municipality directly under the central government, not as an agricultural county; And the city does not regard * * as a direct jurisdiction, which is obviously less than other counties and cities. 6. Students and parents have a heavy burden. One is the non-compulsory education stage.
There are cases of dropping out of school because of poverty. By establishing a guarantee mechanism for poor students to attend school, carrying out the "9.8" teaching assistant day activities, and implementing the central government's "two exemptions and one subsidy" policy (free of textbook fees, free of miscellaneous fees, and subsidized living expenses), the problem of poor students attending school in the compulsory education stage has been basically solved. In the stage of non-compulsory education, some students drop out of school because of family difficulties, and some are influenced by the new "reading uselessness". According to the survey, in 200X, the proportion of junior high school graduates in our district rose to only 80%, and about 300 students dropped out of high school each period. Second, parents have a heavy educational burden. According to the survey, the investment in family education in our district accounts for about 30% of family income, and the proportion is even greater in rural areas. In addition to the normal education expenses, it mainly bears the following burdens: ① "hitchhiking expenses", such as movie fees, epidemic prevention fees, materials fees, examination papers fees, water fees, etc. 2 disguised charges. For example, through closed management, students are forced to spend money on campus. ③ There are many remedial classes and super-long classes. Make-up lessons exist in all the junior and senior high school graduation grades in the whole region, and the cost of make-up lessons is about 150 yuan per student. Third, it is difficult for students to enjoy high-quality educational resources. Due to the serious imbalance of hardware facilities, high-quality teachers are increasingly concentrated in cities, and rural students who account for more than 60% of the total enjoy only 23% of the total investment in education. Not everyone can enjoy the high-quality educational resources in the town. Fourth, rural students have poor conditions for running schools. Due to the scarcity of rural students, after the adjustment of school layout, some students can't enter the school nearby, and they have to climb mountains and mountains for more than ten miles a day; Some students ride bicycles to school, and there are hidden dangers on the road, and parents of students are afraid.
Third, suggestions and countermeasures
1, scientifically formulate educational development plans. It is necessary to coordinate the development of urban and rural education and the balanced development of preschool education, general education, vocational education and higher education. First, establish a long-term relief mechanism for poor students. The financial department arranges special subsidies every year, and continues to carry out the "9.8" supplementary day activities. By establishing a "double-line" responsibility system for compulsory education with district and town governments as the mainstay and schools actively cooperating, school-age children and adolescents are guaranteed to enter school. The second is to start the second round of primary and secondary school layout adjustment. In accordance with the principle of "relative concentration, convenient enrollment, improving conditions, ensuring quality and improving efficiency", we will continue to adjust the layout of primary and secondary schools. Each township should build a basically qualified boarding junior high school, a basically qualified boarding primary school or a nine-year compulsory education school. By 200X, there will be 230 primary and secondary schools in the whole region. Third, continue to improve the renovation of dilapidated buildings in primary and secondary schools. Reconstruction funds should be earmarked, closed operation, unchanged for ten years. The fourth is to further accelerate the pace of educational informatization construction. Establish rural primary and secondary schools to share educational resources, and integrate them with modern distance education facilities for cadres in rural party member. The fifth is to further develop high school education and accelerate the pace of popularizing high school education. Efforts should be made to expand quality education resources, speed up the construction and development of high schools, and concentrate rural high schools in cities and towns. Strive for a balanced development of general education and high schools by 200 times, and the proportion of junior high school graduates entering high schools will reach over 85%.
2. Optimize the educational development environment. On the basis of the original system of "Article 20 of Education", we should fully implement the four systems to further create a good social atmosphere for the development of education. The first is to implement a listing protection system for schools. Any unit's inspection and fees for schools must be approved by the relevant departments, and the system of zero fees shall be implemented in principle for rural schools. The second is to implement the system of first investigation without punishment. The functional departments should check out the problems existing in the school at the first time, guide and correct them, define the rectification period, and do not impose fines at will. The third is to implement a centralized fine system. The fines imposed by the functional departments on schools should be turned over to the financial accounts in full, and the financial departments should bring them into the education donation center in full for subsidizing poor students. The fourth is to implement the accountability system. The department responsible for maintaining the surrounding environment of the school, the work is not in place, or in violation of relevant regulations to carry out three chaos in the school, to be held responsible for the departments and units, and public exposure.
3. Actively develop private education. The first is the correct public opinion orientation. Private education has developed rapidly in our region and has strong vitality, which fully illustrates the important role of private education in national education. The government and working departments should actively implement the Law on the Promotion of Private Education and its detailed rules for implementation, vigorously support the development of private education in accordance with the policy of "actively encouraging, vigorously supporting, correctly guiding and managing according to law", and strive to form a pattern in which public schools are the main body and public schools and private schools develop together. The second is to provide a development platform. Public education and private education compete on the same platform, thus promoting the common development and improvement of both sides. Private schools enjoy the same preferential policies as public schools in land acquisition, construction projects, tax reduction and exemption, water and electricity use and environmental protection. The administrative department of education treats private schools and public schools equally in business guidance, teaching and research activities, teacher management, recognition and reward, post evaluation, professional and technical title evaluation and employment, etc. The enrollment of public and private schools is managed as a whole, and private schools can be included in the local enrollment scope in the compulsory education stage, or they can enroll students separately; Private schools in high school should be included in the local enrollment plan and make overall arrangements for enrollment; Allow teachers in public and private schools to flow in two directions after approval; Students in private schools enjoy equal rights with students in public schools in examinations, further studies and social activities. The third is to effectively standardize management. At present, private education is on the rise, and at the same time it is in a period of weak management of private education. Once the management is unbalanced, all kinds of hidden problems and contradictions will be exposed, and the government will bear unlimited responsibilities. The government and working departments should bring private education into the unified management of national education and further strengthen standardized management; Conduct a comprehensive inspection of the situation of running private schools to further standardize the school-running behavior; Introduce the examination and approval regulations for the establishment of private schools, standardize and improve the conditions for the establishment of private schools from the aspects of hardware and teachers, and improve the level of running private schools.
4. Enliven the management mechanism of teachers' employment. The first is to deepen the reform of the internal system of education. All educational administrative cadres will try out open competition for posts and form an employment mechanism of "being able to go up and down, entering and leaving". Change the mechanism, streamline the staff, enrich the front line of education and teaching, and build an incentive mechanism of "approving posts, competing for posts by all staff, and offering excellent posts and excellent rewards". The second is to implement and improve the system in which the education administrative department is in charge of local teachers' work and the school manages teachers independently. Conscientiously implement the provisions of document No.5 [2004] of Xiangfa, and the education administrative department at or above the county level (including the county level) shall be responsible for performing the functions of qualification identification, recruitment, professional title evaluation, training, exchange, file management, assessment, rewards and punishments. Manage primary and secondary school teachers according to law. The third is to establish and improve the self-restraint and adjustment mechanism of schools in employing people. On the basis of continuing to improve the target responsibility system of the principal's term of office and the system of all faculty members competing for posts, we will further implement the method of compiling lump sum funds to stimulate the internal vitality of the school, reward the excellent and punish the poor, reward the diligent and punish the lazy, and solve the structural contradictions and personnel diversion problems. The fourth is to establish a supplementary mechanism for teachers. The government and relevant functional departments check the increase and decrease of teachers and students in the school every academic year, draw up the annual enrollment plan, and establish a long-term mechanism for teacher recruitment. At present, it is necessary to strictly implement the spirit of document Chang Jiao Fa [2004]5 1 and supplement English and information technology teachers for township central primary schools. Through two to three years' efforts, we will try our best to recruit a group of new senior high school teachers and teachers in subjects in short supply in primary and secondary schools, thus greatly improving the structure of the teaching staff.
5. Consolidate and improve the education funding guarantee mechanism. Conscientiously implement the "four guarantees" of compulsory education investment, that is, "ensuring wages, enrollment, safety and operation". The first is to adjust the structure of fiscal expenditure. Further implement the "two proportions" and "three growth" of education funds according to law, optimize the expenditure structure of education funds, implement new education funds, and use them together with the urban education surcharge for school construction and development in the compulsory education stage. Township governments should also take the initiative to take responsibility and actively raise funds to improve the conditions for running schools in rural primary and secondary schools. The second is to establish and improve the salary guarantee mechanism for teachers. When preparing the financial budget, we should strive to make the teachers' salaries fully budgeted, leaving no gap, and ensure that teachers' basic salaries are paid in full and on time. Third, establish and improve the guarantee mechanism of school public funds. District (county) level finance should be in accordance with the principle of public finance, at least according to the annual average of primary school students 10 yuan and middle school students 15 yuan standard to implement and allocate school public funds. The fourth is to establish an effective mechanism to resolve school debts. The debts that meet the "two basics" standards should be stripped in accordance with the spirit of higher-level policies, incorporated into the overall plan of the government to eliminate deficits and reduce debts, and be repaid as a whole, giving priority to solving them.
6. Incorporate Jiangnan education into the city's "three-zone integration" construction plan. The municipal party committee and the municipal government clearly put forward the requirements of "integration of three areas" in urban planning, construction and development of Wuling District, * * District and Deshan Development Zone. In recent years, the construction of "Three Zones in One" has taken solid steps in urban planning and creation, and achieved remarkable results, but the investment in urban education in Jiangnan is obviously lagging behind, which is not suitable for the pace of "Three Zones in One" construction. Our city should increase investment in education in the south of the Yangtze River, reasonably arrange the surcharge for urban education, solve the problems such as the continuous expansion of the scale in the south of the Yangtze River, the serious shortage of schools, and the difficulty in enrolling students nearby, and solve the contradiction between the growing demand of urban people for quality education resources and the small campus area and large class size. As for the surcharge for education, the city gives a certain percentage of the surcharge to Wuling District every year, 200X adds 4 million to Wuling District and 1 10,000 to Deshan Development Zone, while Jiangnan City is zero, so it is reasonable for Jiangnan City to enjoy a certain percentage of the surcharge for urban education. In view of this, the municipal party committee and the municipal government should incorporate the educational development of Jiangnan City into the unified planning of "three-zone integration" construction, add a certain amount of urban education fees to schools in Jiangnan City, and allocate 3 million yuan for school transformation every year; At the same time, the city should directly build a compulsory junior high school in Jiangnan city and incorporate it into the sequence of municipal schools.
