Article 93 of Chapter VII of the Road Traffic Safety Law of the People's Republic of China stipulates:

"For parking motor vehicles and temporary parking in violation of road traffic safety laws and regulations, the traffic police or the relevant administrative departments shall first point out their illegal acts, give a verbal warning and make them leave immediately. If the driver of a motor vehicle is not at the scene or refuses to leave immediately, which hinders the passage of other vehicles and pedestrians, he may be fined from 20 yuan to 200 yuan, and the motor vehicle may be towed to a place that does not hinder traffic or parked at a place designated by the traffic management department of the public security organ.
