Regulations on the Administration of Changji High-tech Industrial Development Zone

Chapter I General Provisions Article 1 In order to guarantee and promote the construction and development of Changji High-tech Industrial Development Zone and standardize its management, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Progress of Science and Technology and other relevant laws and regulations, combined with the actual situation of the Autonomous Prefecture. Article 2 These Regulations shall apply to Changji High-tech Industrial Development Zone established with the approval of the State Council and determined by the people's governments of autonomous regions and autonomous prefectures. (hereinafter referred to as high-tech zone).

These Regulations shall apply to the construction and management of high-tech zones within the administrative area of Autonomous Prefecture and the activities related to the construction and development of high-tech zones. Article 3 High-tech zones should focus on improving the capability of independent innovation, take science and technology as the guide and innovation as the drive, create an environment for innovation, entrepreneurship and industrial development, and be built into a demonstration zone for scientific development and leapfrog development, a demonstration zone for institutional innovation, and a gathering zone for industries, capital, talents and projects in Autonomous Prefecture. Fourth high-tech enterprises enjoy the preferential policies of the state, autonomous regions and autonomous prefectures to develop high-tech industries. Article 5 Domestic and foreign enterprises, teaching and scientific research institutions and other economic organizations and individuals are encouraged to invest and set up high-tech enterprises or scientific research institutions in high-tech zones to engage in research, development, production, management and consultation of high-tech products. Chapter II System and Management Article 6 Changji High-tech Industrial Development Zone shall set up a management committee (hereinafter referred to as the High-tech Zone Management Committee). High-tech Zone Management Committee is an agency of Changji Prefecture People's Government, exercising the relevant state-level economic management authority granted by Changji Prefecture People's Government, and social administrative affairs are managed by Changji Prefecture People's Government. Mainly perform the following duties:

(a) to implement the relevant laws, regulations, rules and policies, and to formulate and implement the management system of high-tech zones;

(two) the preparation of high-tech zone economic development plan, after the approval of the state people's government to organize the implementation;

(three) responsible for the unified planning, construction, supervision and management of economic affairs such as investment promotion, industrial development, finance and taxation, state-owned assets, science and technology, statistics, safety production, urban and rural planning, engineering construction, real estate, land resources, environmental protection, etc. Changji city High-tech Zone and Yushugou Town;

(four) to exercise other functions and powers entrusted by the state people's government. Article 7 The high-tech zone shall set up a financial treasury. Fiscal revenue is included in the financial budget and final accounts of changji city.

The tax revenue, non-tax revenue and fund revenue of Yushugou Town, changji city are included in the fiscal revenue range of High-tech Zone.

The fiscal and tax sharing between the High-tech Zone and Changji Prefecture is approved by Changji Prefecture People's Government. Eighth High-tech Zone Management Committee is responsible for the statistical work of various economic indicators in the region. Economic indicators of high-tech zones are included in the statistical scope of changji city, and are uniformly summarized, reported and published by changji city. Ninth High-tech Zone Management Committee shall, according to the overall urban planning of Changji Prefecture and changji city and the urban system planning of changji city, prepare the overall planning, regulatory detailed planning and town planning of Yushugou Town in High-tech Zone.

According to the economic and social development planning of Changji Prefecture and changji city, organize the preparation of economic and social development planning of high-tech zones and make overall plans for industrial layout. Hi-tech Zone Management Committee shall, according to the overall land use planning and annual plan of Hi-tech Zone and the principle of intensive land use, implement unified collection, reserve, development, transfer and management of construction land. Responsible for the examination and approval of construction land, organize the examination and approval of project land, and handle the transfer, allocation, transfer, mortgage and change registration of project construction land. Eleventh high-tech zone management committee to perform the duties of project construction management and real estate management, responsible for project construction, bidding and quality supervision of construction projects. Responsible for the collection of supporting fees for urban infrastructure. Article 12 The Administrative Committee of High-tech Zone shall exercise the duties of environmental protection supervision and management, and be responsible for the environmental impact assessment and approval of high-tech zone construction projects, enterprise sewage declaration and registration, sewage charge collection, environmental quality monitoring, environmental emergency and safety management. Thirteenth autonomous prefecture of industry and commerce, taxation, land and resources, quality and technical supervision and other administrative departments. Set up an agency in the high-tech zone according to law, and carry out relevant administrative work according to law under the organization and coordination of the high-tech zone management Committee. Fourteenth high-tech zone management committee to perform the duties of project establishment, approval and management. Projects within the scope of national examination and approval authority shall be directly examined and approved by high-tech zones.

High-tech zones can directly declare national and autonomous regional science and technology projects, high-tech enterprises and grant funds. The subsidy funds arranged by the state and municipal people's governments and relevant departments shall implement separate plans for high-tech zones. Fifteenth banks, insurance, securities, trusts and other financial institutions can set up branches in high-tech zones according to law to handle related businesses. Sixteenth according to the provisions of the relevant laws and regulations of the state, administrative punishment should be given within the planning area of high-tech zones, and the administrative committee of high-tech zones or other relevant administrative institutions shall be punished according to their respective functions and powers. Chapter III Innovation and Development Article 17 High-tech zones should explore an open development model, promote the innovation ability of professional parks and the development of emerging industries with the pioneering areas of industrial transformation and upgrading, and promote the construction of multiple parks in one zone. Article 18 The Administrative Committee of High-tech Zone shall formulate policies to support high-tech industries and preferential policies to attract investment, focus on developing high-tech industries and intelligence-intensive industries such as advanced equipment manufacturing, biotechnology, new materials and modern service industries, and cultivate and support emerging industries and new formats.

It is forbidden to set up industrial projects with high pollution, technology elimination or backward technology in high-tech zones.
