Are Liyang and Lishui the same place?

At present (20 17-02), Liyang and Lishui are not the same place. There was a time in the history of China where Lishui/Gaochun/Liyang belonged to the same place.

Liyang city (county-level city) is a county-level city below Changzhou (prefecture-level city) in Jiangsu Province. It has financial control and need not be handed over to Changzhou.

Lishui District is a district under the jurisdiction of Nanjing City (sub-provincial level) in Jiangsu Province.
