Article 1 In order to implement the Law of People's Republic of China (PRC) on the Protection of Women's Rights and Interests, these Measures are formulated in light of the actual situation of this province. Article 2 It is the basic state policy of the country to implement equality between men and women. Protecting women's legitimate rights and interests is the common responsibility of the whole society.

State organs, social organizations, enterprises and institutions, and urban and rural grassroots mass autonomous organizations shall protect the legitimate rights and interests of women according to law. Article 3 Women should be self-respecting, self-confident, self-reliant and self-reliant, and use the law to safeguard their legitimate rights and interests.

Women should abide by the laws of the state, respect social morality and fulfill their obligations stipulated by law. Article 4 The people's governments at or above the county level shall, according to the Outline of Women's Development in China, formulate the women's development plan in their respective administrative areas and incorporate it into the national economic and social development plan.

The relevant departments shall, within the scope of their respective duties, do a good job in the implementation, monitoring, evaluation, gender monitoring and statistics of women's development plans. Article 5 People's governments at all levels should attach importance to and strengthen the protection of women's rights and interests.

The working bodies for women and children of the people's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging the protection of women's rights and interests within their respective administrative areas, organizing and publicizing the laws and regulations on the protection of women's rights and interests, and supervising and inspecting the implementation of the laws and regulations on the protection of women's rights and interests. Article 6 The relevant departments of the people's governments at or above the county level shall perform their respective duties and protect the legitimate rights and interests of women.

Township (town) people's governments and urban neighborhood offices shall clearly define the personnel responsible for the protection of women's rights and interests, and do a good job in the protection of women's rights and interests within their respective administrative areas. Seventh people's governments at or above the county level shall guarantee the funds for the work of women and children at the same level, and include them in the financial budget at the same level. Article 8 Women's federations at all levels represent and safeguard women's interests, assist state organs in supervising and inspecting the implementation of laws and regulations to protect women's rights and interests, reflect women's opinions and demands, and put forward opinions and suggestions to protect women's legitimate rights and interests.

Trade unions and the Communist Youth League should do a good job in safeguarding women's rights and interests within their respective scope of work. Ninth the formulation of local laws, regulations, normative documents and public policies involving major issues of women's rights and interests, should listen to the opinions of women's federations at the same level.

When formulating internal rules and regulations, state organs, social organizations, enterprises and institutions shall solicit opinions from women's organizations in their own units on major issues involving women's rights and interests. Tenth people's congresses at all levels should have a certain proportion of women deputies. The proportion of women deputies to provincial, city (state) people's congresses is not less than 22%, and the proportion of women deputies to county (city, district) and township (town) people's congresses is not less than 20%. Eleventh members of the Standing Committee of the people's congress at or above the county level shall have an appropriate number of women.

There should be women among the leading members of people's governments at all levels.

Twelfth community residents' committees and villagers' committees should have female members. The proportion of female representatives and members in enterprise workers' congresses and trade union committees should be commensurate with the proportion of female workers. Enterprises shall ensure that the trade union women workers' committees exercise their functions and powers according to law. Thirteenth women's federations at all levels and their group members can recommend female cadres to state organs, social organizations, enterprises and institutions; The relevant units should attach importance to this suggestion. Article 14 When a school enrolls students, it shall not refuse to admit women on the grounds of gender, nor shall it raise or disguise the admission scores, nor shall it limit the proportion of women admitted. Fifteenth school-age female children and adolescents have the right to receive compulsory education. Unless approved by the local people's government due to illness or other special circumstances, the parents or other guardians of school-age female children and adolescents shall send them to school in time and shall not make them drop out of school. Article 16 The government, society and schools should take effective measures to solve the practical difficulties of school-age female children and adolescents, and create conditions to ensure that school-age female children and adolescents among the poor, disabled, floating and left-behind population complete compulsory education. Seventeenth schools should carry out psychological, physiological, health and health education according to the physical and mental characteristics of female students, provide necessary health care facilities, and improve the awareness and ability of organizational protection and self-protection. Eighteenth people's governments at all levels and relevant departments shall, according to the needs of urban and rural development, organize women to receive vocational education and practical technical training to provide services for their production and business activities, employment and entrepreneurship. Article 19 When recruiting civil servants and recruiters, state organs, social organizations, enterprises and institutions shall not set gender restrictions, refuse to hire (employ) women or raise the standards for hiring (employ) women on the grounds of gender, unless otherwise stipulated by the state.

Enterprises and institutions shall not discriminate against women who meet the employment conditions and are released from prison. Article 20 The retirement age of female employees shall be implemented in accordance with the relevant provisions of the national retirement system. All units shall not force women to retire early or postponed.
