In life, many people call people who work in government agencies and institutions civil servants. In fact, this general understanding is inaccurate. According to the provisions of the Civil Service Law, there are not many people who can be called civil servants in government agencies and institutions, and even fewer at the grassroots level. Among them, there are many staff members who are not civil servants.

1, temporary staff

In daily life, we often refer to some staff who perform official duties on behalf of government departments as civil servants, such as staff in the social security hall, urban management personnel who persuade small vendors, public security police who maintain public order, and community workers who often go to residents' homes to learn about social conditions and public opinion. In fact, this is just a general understanding. A considerable number of these people are temporary employees. They have no administrative establishment and career establishment, so they cannot be called civil servants. In government agencies and institutions, due to work reasons, the staff in the existing establishment can't meet the work needs, so many government agencies and institutions will recruit temporary employees and purchase social services to enrich their work force. For example, the auxiliary police who cooperate with the police in law enforcement are temporary employees. These people, like civil servants in government agencies and institutions, contribute their own strength in all walks of life, even harder than civil servants, but compared with civil servants, their wages are much lower, their promotion paths are narrower, and their job stability is not high. Most of them belong to transitional personnel.

Although career establishment also belongs to official cadres, it does not have the status of civil servants, because according to the provisions of the Civil Service Law, career establishment personnel do not belong to the category of state administrative establishment. At work, the most difficult thing to distinguish from civil servants is career establishment, especially the staff in career establishment management positions, and even some staff in management positions themselves confuse the concept and think that they belong to civil servants, because career establishment management positions can also be promoted to leading cadres and can be exchanged, but in fact there are many differences besides car compensation.

Accurately speaking, the career establishment personnel belong to public officials, not civil servants. This state exists in both administrative units and institutions, and it is the most at the grassroots level. For example, career establishment will account for more than 50% of official cadres in township cadres. Compared with temporary workers and workers, other types of cadres in the career establishment are similar to civil servants in appointment, dismissal and use, but there are still many restrictions on promotion, which is far from the general civil servants.
