Xiajin County Human Resources and Social Security Bureau is the working department of Xiajin County People's Government, Dezhou City, Shandong Province, with eight functional departments in charge of the county's human resources and social security work.

Main responsibilities:

(a) the implementation of national, provincial and municipal policies, laws, regulations and rules on human resources and social security; Draw up the development plan of human resources and social security in this county, and organize the implementation, supervision and inspection.

(two) to implement the national, provincial and municipal human resource flow policies, formulate specific implementation measures in our county and supervise the implementation; Responsible for establishing a unified and standardized human resources market and promoting the rational flow and effective allocation of human resources.

(3) Responsible for promoting employment. Implement the national, provincial and municipal policies for coordinating urban and rural employment development, formulate the county-wide planning for coordinating urban and rural employment development, and improve the public employment service system; Establish and improve the qualification system, employment assistance system and vocational training system for urban and rural workers; To formulate the development planning and management regulations of county technical schools, vocational training institutions and vocational skill appraisal institutions; Take the lead in formulating the employment policy for college graduates in our county; In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Implement national, provincial and municipal policies and standards on urban and rural social insurance and its supplementary insurance, formulate specific implementation measures in our county and supervise the implementation; The implementation of national, provincial and municipal unified social insurance relations and basic old-age insurance co-ordination measures; Implement the basic old-age insurance policy of government agencies and institutions, and gradually improve the overall level of funds; To formulate the management and supervision system of social insurance and its supplementary insurance funds jointly with relevant departments; Prepare and report the draft proposal for the budget and final accounts of county-level social insurance funds; Participate in the formulation of county-wide social insurance fund investment policies.

(five) responsible for employment, unemployment, social insurance fund forecast and information guidance; Formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) to implement the national, provincial and municipal government agencies and institutions' wage income distribution policies and enterprise employees' wage income distribution control policies, formulate specific implementation measures for our county in conjunction with relevant departments, and establish and improve the normal wage growth and payment guarantee mechanism of government agencies, enterprises and institutions; Implement the welfare and retirement policies of the state, provincial and municipal organs, enterprises and institutions, formulate specific implementation measures for our county and supervise the implementation.

(eight) comprehensive management of the introduction of foreign intelligence, overseas training and overseas students to work in our county.
