(A) from the concept of thinking to transform and update

First, accelerate the formation of an integrated pattern of urban and rural economic and social development and establish the status of Jiangsu as a coastal central city as soon as possible. On the one hand, coordinating urban and rural development and accelerating the establishment of a long-term mechanism to promote agriculture through industry and bring rural areas through cities is a major strategy put forward by the Decision on Several Major Issues in Promoting Rural Reform and Development at the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China, and it is also the core idea of "agriculture, rural areas and farmers" in the No.1 Document of the Central Committee in the new century. Our city is a traditional agricultural area and a big agricultural city. At present, cities and industries are not strong in driving capacity, and a large number of farmers are stranded in rural areas, which is the crux of the "three rural issues". Du Yan and Tinghu are nominally urban areas, but agriculture, countryside and farmers are still very important. We should strive to build and develop the urban area into a centralized place for secondary and tertiary industries, a transfer place for rural surplus labor, a distribution center for rural commodities and production factors, and a service center for rural areas and farmers. On the other hand, Jiangsu coastal development has risen to the height of national development strategy. Our city is located in the middle of the coast, occupying 2/3 of the coastline. The basic orientation of several urban planning revisions is: Jiangsu coastal central city, emerging industrial and commercial city and marine economic service base. Then the status of this "center" and "base" cannot be self-styled, and it must be based on strength and measured by radiation radius. At present, among the five cities in northern Jiangsu, Xuzhou is one of the three leading cities in Jiangsu, Lianyungang is the eastern bridgehead of the national development strategy, and Huai 'an is positioned as the central city in northern Jiangsu by the province. In this aggressive situation, it is necessary for Yancheng to accelerate its development into a powerful urban area.

Second, it is necessary to distinguish the system of prefecture-level cities from the original administrative area and the administrative management mode in the province. Yancheng, formerly an administrative office, is a provincial-level agency that performs some administrative functions. 1983 the original intention of the State Council and the provincial government to approve the implementation of the system of city governing county is to expand the driving and radiating functions of the city. Yancheng, originally a county-level town, doesn't even have a foundation of a county-level city. Our prefecture-level city management system is incomparable with that of the province. The provincial party committee and government are responsible for the macro and simple management of the party, government and economy work in the province. Although Nanjing has many large enterprises and institutions directly under it, it is not a complete entity at this level, but a large entity in Nanjing. Similar to Nanjing, we should first be the direct organizer and implementer of the construction and development of metropolitan areas, and at the same time implement the task of Jane taking over the county.

Third, we should see the general trend of complete separation between counties directly under the provincial government and cities and counties. After the implementation of the system of city governing county, the political power at the regional level has changed from name to reality, which is beneficial, but also has frequent disadvantages; According to the Constitution of People's Republic of China (PRC), there are provincial and county administrative divisions, but there is no prefecture-level city level in the middle; Under the condition of market economy, resource allocation has changed from government-led to market-led, and public management innovation needs government flat reform. Fourth, we should face up to some new situations that the new rural land policy may bring to the construction and development of metropolitan areas. At present, the source of funds for large-scale urban construction mainly depends on land transfer, most of bank loans are mortgaged by state-owned land, and even rely on finance. A considerable proportion of fiscal revenue also comes from real estate. However, the focus of rural land management system reform in the Decision of the Third Plenary Session of the 17th CPC Central Committee is "agriculture, countryside and farmers". It is true that specific policies and implementation rules have not yet been issued, but we have initially learned that one of the new policies is to "strictly define public welfare and operational construction land, gradually narrow the scope of land acquisition and improve the compensation mechanism for land acquisition". In the future, it is possible to revise the original land acquisition catalogue based on whether the land use unit is a business unit or not, but whether the land use behavior provides public services free of charge or with low compensation. The second new policy is to "expropriate rural collective land according to law, and give reasonable compensation to rural collective organizations and farmers in full and on time according to the principle of the same price in the same place, so as to solve the employment, housing and social security of landless farmers". The principle of "the same land and the same price" in land expropriation compensation is a breakthrough to the current land expropriation compensation system, which shows that the cost payment of urban land will be greatly improved in the future. The third part of the New Deal is that "the rural collective management construction land obtained according to law must be openly and regularly circulated through a unified tangible land market, and enjoy the same rights and interests as state-owned land on the premise of conforming to the plan". It is clear that if the land is planned for commercial construction in the future, agricultural land can enter the market directly without being requisitioned as state-owned land first, thus giving farmers and rural collectives more say in setting land prices and more opportunities to participate in the distribution of land value-added income. The fourth New Deal is that land revenue is mainly used to solve the problems of agriculture, countryside and farmers. This year, the central government document 1 proposed that "the proportion of government land transfer income and new income from farmland occupation tax should be greatly increased for agriculture, and all the new income after the increase of farmland occupation tax rate should be used for agriculture, and the land transfer income mainly supports agricultural land development and rural infrastructure construction". The above situation shows that it is impossible for the metropolitan area not to speed up the construction and development, but it will be adversely affected by the new land policy and seriously restricted by funds. It is necessary to analyze and predict and seek new countermeasures.

Fifth, we should strengthen the overall consciousness of the metropolitan area. City level (including development zone), Du Yan and Tinghu Administrative District are all organic parts of metropolitan area. The development of "one city and three districts" together is the development of metropolitan areas, and should not be artificially divided. To put it bluntly, the organizational system of the district is different from that of the county, and its function is also different from that of the county. It cannot exist independently without leaving the big city. The work at the city level should be gradually expanded and infiltrated into the whole metropolitan area, and the functional construction of the three districts should be subject to the overall planning of the metropolitan area, and everyone should never be "ass-directed" to build the city into a powerful economic and social entity and a municipal residence in the overall pattern of the metropolitan area.

It is necessary to strive for the higher authorities to continue to adjust and expand the municipal districts, open to the east, and expand Dafeng City, Dafeng Port and Sheyanggang Power Plants as the sub-districts of Yancheng City, so that the metropolitan area can have ports and power points, guarantee and promote the sustainable development of the secondary and tertiary industries in the urban area, and have superior natural ecological conditions and greater development space. If it is difficult to report the county-level and district-level organizational system to the State Council for approval, we can also strive to include some coastal towns in the metropolitan area within the jurisdiction of the province. In the past and in the future, some major infrastructure and industrial projects established in cities-dominated counties (cities) are still under the jurisdiction of the city.

Secondly, the medium-and long-term urban planning and development planning at two levels of metropolitan area are specially formulated. There are four different concepts of urban area, from small to large, namely: built-up area; Scope and area of urban construction land; Urban planning area; The entire metropolitan area. It should be said that the planning of the first two levels has been more detailed, and it is only a matter of adjustment and improvement in the future. The planning of the latter two levels needs to be carefully formulated or revised. One level is the overall planning of the metropolitan area, including the municipal level and Du Yan and Tinghu jurisdictions. Implement three-dimensional planning for the tasks and objectives of economic and social development, infrastructure, important industries and social undertakings, land use and ecological environment protection in the whole region. Orderly control and operation, based on the long-term, optimize the spatial layout of productive forces. In the 11th Five-Year Plan, the objectives, tasks, projects and measures of the metropolitan area are all submerged in the whole city, which is not obvious. They should be listed separately for everyone to see clearly and make it clear. On the basis of the revised urban master plan, this paper puts forward the detailed rules of urban construction in this respect, further integrates and optimizes the layout structure, makes the planning of a city with a population of one million operable and enlightening, and provides the basic basis for building a bright, harmonious and very developed urban area. Once the two-level planning is formed, it must be strictly implemented to ensure the orderly and coordinated development of the metropolitan area.

Integration of institutional mechanisms

One point is to gradually standardize the administrative management system and operational mechanism at the municipal and district levels. Tinghu district and Yandu District are included in the list of nine counties (cities, districts), and the city has always treated them equally, allocated cadres equally, promoted development equally and assessed equally. Although Tinghu is a district, its original function was incomplete, but later it gradually expanded a lot of power, increased many institutions, and expanded the region and population. The salt capital is changed from county to district, which is convenient for unified planning and land use, large urban area and good urban management, and solves the disadvantages of integration of cities and counties; However, at that time, the provinces and cities implemented a three-year transition period, except that they were required to obey the unified planning and the land entered the unified market, and the rest did not change much. The settlement of administrative divisions does not mean that the metropolitan area has really formed, and there is still a lot of integration and integration work. We should start to straighten out the relationship, establish a complete system and mechanism of metropolitan area as soon as possible, form an integrated pattern of metropolitan area, and make a transition to a real metropolitan area. At present, there is no stereotyped model for the setting and relationship between cities and districts. Some people say that there may be no districts in the future, and the towns and streets are directly under the control of the municipal government. I think to solve this problem, we must first understand the legal basis; Second, we can follow the experience of other places and take a walk in many cities to see how people operate; Third, we can set up a temporary high-level coordination organization in the metropolitan area, treat both the symptoms and root causes, constantly sum up and improve, and finally form a scientific administrative system and operational mechanism with clear division of responsibilities and standardized behavior. From now on, the administrative institutions and staffing of the municipal level, Du Yan and Tinghu should be strictly controlled, and it is not appropriate to increase the number of personnel to prevent the placement and diversion of the two levels of personnel after the administrative system changes.

The other point is to improve the mechanism of building cities in metropolitan areas and handle the interests well. The implementation of the strategy of developing by stages and building a city together is conducive to mobilizing the enthusiasm of "one city and three districts", but the problems exposed are also expected. To this end, all three districts should strengthen urban awareness and put urban construction and management in an important position. Special emphasis should be placed on the role of urban planning and land system in the development of fragmentation to prevent fragmentation; Properly handle the contradiction between administrative jurisdiction and piecemeal construction management, and earnestly assume their respective responsibilities; At the same time, further clarify the division of other functions and handle some problems well. The fiscal and taxation mechanism and policy in metropolitan area is a very sensitive and complicated issue, which needs careful investigation and multi-party demonstration, and further encouragement with scientific and reasonable collection methods, sharing policies and performance evaluation, so as to make everyone active. All departments related to the construction of metropolitan area should coordinate their actions as internal affairs; Relevant departments within the large-scale construction system should cooperate with each other and be responsible for the division of labor to prevent "internal friction"; All parties at all levels should work together to build, manage, operate and develop the metropolitan area, and make the metropolitan area bigger, stronger, better and more beautiful, which is impressive.

(D) the rational allocation of leadership energy

The key issue here is to correctly handle the relationship between cities and counties (cities) and change the working methods of administrative offices. County level is a basic strategic unit, where many endpoints of administrative power can introduce local policies and administrative measures; Each county (city) has a large area, a large population, many towns, complete economic categories, considerable total amount and great development potential; There are four teams and departments, and there are few turnover links. They can shout until the end, do things and do things well. The chief officials of each county (city) came to the leaders of the four teams in the city and thought that they could do something at the county level independently. At present, the county economy is very active and changes rapidly. The city should focus on the things that the county (city) should grasp, manage and do, as well as the major and marginal things that the county wants to do that are difficult, bad and impossible. I think it is mainly: try to match the team, if not, you can change; Guide to make a good plan, take a good path, and conduct annual assessment; Set the activation strategy of "four two" and give enough; Coordinate the implementation of railway, highway, water transport, aviation, ports and other traffic arteries and large-scale water conservancy and electric power projects across the city and above; Classified guidance to promote regional development; Organize "home visits" to observe large-scale industrial projects and practical projects, so that counties can't sit still; Help them win projects, cooperate with foreign countries, and coordinate marginal contradictions. For a long time, the assessment at the city level in the province has been tied up, and the city level has not been separated from the counties (cities, districts). As long as the overall data looks good, it will be praised and promoted quickly. Many city people find it difficult to grasp the corresponding level and offend a layer of people. Since the province has such guidance, it is better to explain it below. Over time, the city level is bound to accumulate insufficient and it is difficult to make a breakthrough. At this point, the previous leaders have gradually realized it, but they have not deliberately improved it. The problem lies in the way of thinking, and the key lies in the view of political achievements.

In my opinion, in order to pay close attention to the city level and metropolitan area, we must remain keen in the evaluation. In view of the great independence of Du Yan and Tinghu districts at present, it is not appropriate to fully master the metropolitan area without re-mastering the municipal level at this stage, nor can we cover up the shortcomings of the municipal level with the achievements of the metropolitan area, but it is appropriate to re-grasp the municipal level based on the metropolitan area. Assign departmental tasks, mainly tasks to be completed at the city level and metropolitan area, and tasks to be undertaken by the whole industry; Statistical data on economic and social development can be concise and important at the county level, detailed and realistic at the city level and metropolitan areas, and regularly published and publicized internally and in the media; Assess the performance of the department, mainly the performance of the city level and metropolitan areas.
