On the other hand, Jiangsu coastal development has risen to the height of national development strategy. Our city is located in the middle of the coast, occupying 2/3 of the coastline. The basic orientation of several urban planning revisions is: Jiangsu coastal central city, emerging industrial and commercial city and marine economic service base. Third, we should see the general trend of complete separation between counties directly under the provincial government and cities and counties. The second new policy is to "expropriate rural collective land according to law, and give reasonable compensation to rural collective organizations and farmers in full and on time according to the principle of the same price in the same place, so as to solve the employment, housing and social security of landless farmers". The principle of "the same land and the same price" in land expropriation compensation is a breakthrough to the current land expropriation compensation system, which shows that the cost payment of urban land will be greatly improved in the future. The third part of the New Deal is that "the rural collective management construction land obtained according to law must be openly and regularly circulated through a unified tangible land market, and enjoy the same rights and interests as state-owned land on the premise of conforming to the plan". It is clear that if the land is planned for commercial construction in the future, agricultural land can enter the market directly without being requisitioned as state-owned land first, thus giving farmers and rural collectives more say in setting land prices and more opportunities to participate in the distribution of land value-added income. The fourth New Deal is that land revenue is mainly used to solve the problems of agriculture, countryside and farmers. This year, the central government document 1 proposed that "the proportion of government land transfer income and new income from farmland occupation tax should be greatly increased for agriculture, and all the new income after the increase of farmland occupation tax rate should be used for agriculture, and the land transfer income mainly supports agricultural land development and rural infrastructure construction". It is necessary to analyze and predict and seek new countermeasures.
Fifth, we should strengthen the overall consciousness of the metropolitan area. City level (including development zone), Du Yan and Tinghu Administrative District are all organic parts of metropolitan area. The development of "one city and three districts" together is the development of metropolitan areas, and should not be artificially divided. To put it bluntly, the organizational system of the district is different from that of the county, and its function is also different from that of the county. It cannot exist independently without leaving the big city. The work at the city level should be gradually expanded and infiltrated into the whole metropolitan area, and the functional construction of the three districts should be subject to the overall planning of the metropolitan area, and everyone should never be "ass-directed" to build the city into a powerful economic and social entity and a municipal residence in the overall pattern of the metropolitan area.

Secondly, the medium-and long-term urban planning and development planning at two levels of metropolitan area are specially formulated. There are four different concepts of urban area, from small to large, namely: built-up area; Scope and area of urban construction land; Urban planning area; The entire metropolitan area. It should be said that the planning of the first two levels has been more detailed, and it is only a matter of adjustment and improvement in the future. The planning of the latter two levels needs to be carefully formulated or revised. Implement three-dimensional planning for the tasks and objectives of economic and social development, infrastructure, important industries and social undertakings, land use and ecological environment protection in the whole region. To this end, all three districts should strengthen urban awareness and put urban construction and management in an important position. Special emphasis should be placed on the role of urban planning and land system in the development of fragmentation to prevent fragmentation; Properly handle the contradiction between administrative jurisdiction and piecemeal construction management, and earnestly assume their respective responsibilities; At the same time, further clarify the division of other functions and handle some problems well. The fiscal and taxation mechanism and policy in metropolitan area is a very sensitive and complicated issue, which needs careful investigation and multi-party demonstration, and further encouragement with scientific and reasonable collection methods, sharing policies and performance evaluation, so as to make everyone active. In view of the great independence of Du Yan and Tinghu districts at present, it is not appropriate to fully master the metropolitan area without re-mastering the municipal level at this stage, nor can we cover up the shortcomings of the municipal level with the achievements of the metropolitan area, but it is appropriate to re-grasp the municipal level based on the metropolitan area. Assign departmental tasks, mainly tasks to be completed at the city level and metropolitan area, and tasks to be undertaken by the whole industry; Statistical data on economic and social development can be concise and important at the county level, detailed and realistic at the city level and metropolitan areas, and regularly published and publicized internally and in the media; Assess the performance of the department, mainly the performance of the city level and metropolitan areas.
