The source of the epidemic is unknown and the chain is unclear. The risk of social infection and hidden transmission is extremely high. In order to reduce the risk of epidemic spread, reduce the flow of people, achieve an early dynamic clearance, and protect the life safety and health of the people, in accordance with the 20 requirements of the ninth version of the prevention and control plan of the Joint Prevention and Control Mechanism of the State Council and the optimization of prevention and control measures, after the city epidemic The Prevention and Control Headquarters has decided to temporarily adjust the control measures as follows:

1. Strictly manage personnel coming from outside the region. Anyone coming to Vanuatu from outside the country must report to the destination community in advance, hold a 48-hour negative nucleic acid test certificate, and complete the "check-on-arrival" at the transportation hub upon entering Vanuatu. After entering Vanuatu, they must cooperate with the community to implement centralized isolation, home isolation, and home quarantine. Health monitoring and "three checks and three no's in five days" control measures.

2. Strictly manage key locations. Theaters, bathing centers, massage parlors, beauty salons, gymnasiums, gyms, chess and card rooms, secret room script killing places, billiards halls, entertainment halls, playgrounds, scenic spots, cultural centers, libraries, museums, religious places, Internet cafes, KTV, All closed public places such as dance halls and bars, all types of commercial trading markets, shopping malls, rural markets, morning markets, night markets, flower, bird and fish markets and other crowded places are temporarily closed; restaurants and hotels are temporarily closed.

Nursing homes, welfare homes, rescue stations, prisons, mental health institutions and other public service units are all under closed management, and visits are strictly prohibited.

Fresh fruit supermarkets, hotels, farmers’ markets and other places that support daily necessities strictly implement various requirements such as scanning the “place code”, temperature measurement, wearing a mask, checking the 48-hour nucleic acid negative certificate, limiting limits, peak shifting, etc. Epidemic prevention and control requirements require that the number of customers admitted shall not exceed 50% of the maximum capacity.

3. Strictly manage educational institutions. Offline teaching activities in primary and secondary schools, kindergartens, day care classes and various off-campus training institutions will be suspended and online teaching will be implemented. Specific control measures shall be implemented in accordance with the regulations of the industry authorities.

4. Strict public transportation management. The operation of buses, urban and rural line buses, and intercity passenger vehicles is suspended. For taxis and online ride-hailing services to operate normally, all drivers and passengers must wear N95 masks, scan the "place code", and ventilate, disinfect and disinfect the vehicles.

5. Strictly manage medical institutions and pharmacies. Small clinics and other medical institutions across the city have been temporarily closed. Retail pharmacies are prohibited from selling "one-reduction and two-resistance" drugs, and those who enter will scan the "place code", have their temperature taken, and check a negative nucleic acid test certificate within 48 hours.

6. Strictly manage accommodation facilities. Hotels, guesthouses, B&Bs, apartment hotels, hostels, daily rentals and other accommodation places must strengthen the screening and management of check-in personnel. When checking in, people must scan the "place code", check itinerary card, health code, and have a negative 48-hour nucleic acid test Those who do not meet the epidemic prevention and control requirements will not be allowed to check in if they do not meet the requirements for epidemic prevention and control. At the same time, check-in personnel must be urged to implement the requirements of "three inspections and three no's within five days".

7. Strictly control large-scale social activities. In principle, large-scale conferences, trainings, exhibitions, theatrical performances and other gathering activities will not be arranged. If it really needs to be held, the reporting system shall be strictly implemented in accordance with the principles of "whoever approves the event is responsible" and "whoever organizes the event is responsible". Weddings should be postponed, funerals should be kept simple, banquets should not be held, gatherings should be reduced, and the number of people should be controlled.

8. Strict personnel management in production enterprises. Production enterprises and various construction sites must strictly inspect the "four-piece set" and scan the "site code", conduct epidemic-related risk assessments for returning personnel, implement point-to-point commuting and closed management, and reduce contact with the public.

9. Strictly carry out nucleic acid testing. The general public must take the initiative to participate in nucleic acid testing, take personal protection throughout the process, refrain from talking or gathering, and ensure that "everything is tested when necessary and every test is necessary."

10. Strictly fulfill personal responsibilities. The general public is requested not to spread rumors, believe them, or spread them, and actively cooperate with community epidemic prevention and control management. Anyone who refuses to implement epidemic prevention and control regulations, fails to comply with epidemic prevention requirements such as control measures, nucleic acid testing, falsely reports and conceals travel history, as well as disrupts order, spreads rumors to cause trouble, and drives up prices and other illegal activities will be held accountable in accordance with the law.

The above control measures will be implemented from 12:00 on November 28, tentatively for three days. Subsequent control measures will be dynamically adjusted according to the epidemic situation and released to the public in a timely manner.
