The term "labor service" as mentioned in these Measures refers to the personnel employed by the personnel department in the secondary units of schools (hereinafter referred to as "employing units") to serve the actual needs of teaching, scientific research and auxiliary administrative management, excluding those who are engaged in ground work skills such as driving, maintenance, water and electricity, cooking and other service posts such as library management, dormitory management, property management, security and cleaning.
