General rules for recruiting civil servants in the 2023 annual examination
According to the Civil Service Law and the relevant regulations on the employment of civil servants, the competent department of civil servants in the autonomous region decided to organize and implement the recruitment of first-level directors and other civil servants below the equivalent rank in the 2023 annual examination in the whole region. In order to ensure the smooth progress of the examination and employment, combined with the actual situation, these general rules are formulated.
I. Number of applicants and position setting
(1) This plan recruits 6,206 civil servants, including 264 1 staff of public institutions.
(two) according to the relevant provisions of the state and the autonomous region, some positions are targeted to recruit "serving grassroots project personnel" and "retired soldiers of college students" (hereinafter referred to as "project personnel", with a minimum service life of 2 years); Some positions are targeted to recruit people who are proficient in Mongolian language and writing, fresh graduates from colleges and universities, outstanding party secretary of Gacha village (community), and career staff of Sumu Township in hard and remote areas.
1. "Serving grassroots project personnel" refers to college graduates' "three supports and one support" planners, college graduates' community volunteer service planners, and college graduates' planners selected by small and medium-sized enterprises and non-public enterprises; Special post planner for school teachers in the compulsory education stage in rural and pastoral areas led by the Education Department of the autonomous region; College students volunteer to serve the western planners led by the Youth League Committee of the autonomous region.
2. "Retired soldiers of college students" refers to retired soldiers with college education or above in ordinary colleges and universities with unified enrollment (including independent enrollment and walks) throughout the country.
3. "Excellent Party Secretary of Gacha Village (community)" refers to the current Party Secretary and the current members of the "two committees" of Gacha Village (community) who served as Party Secretary of Gacha Village (community) for three years 1 year before February 2023.
4. The "staffing of Sumu Township in Hard and Remote Areas" refers to the staffing of Sumu Township in 34 hard and remote areas in our district (including county-level organs stationed in Sumu Township, excluding schools, hospitals and workers) who have worked for five years and have been assessed as "qualified" or above in the annual assessment (at least 1 year is excellent).
5. "People who are proficient in Mongolian language and writing" refers to people who are proficient in using the national common language and Mongolian language and writing and can perform official duties.
6. "College graduates" refers to graduates who graduated from colleges and universities with unified national enrollment (including independent enrollment and walks) in 2023 and obtained their degrees before the end of July.
Among them: (1) graduates of ordinary colleges and universities in 2023 and 2022 enrolled by the state (including self-enrollment and entrance without examination) who did not work in their work units when they left school and during their career choice period (the career choice period is two years as stipulated by the state), their household registration, files and organizational relations remain in the original graduation school, or in the employment authorities at all levels (graduate employment guidance service centers) and talent exchange institutions at all levels.
(2) Returned overseas students who obtained academic degrees outside China during the period from 2023 1 October1to July 3, 20231and completed the academic certification of the Ministry of Education, but their work units have not been implemented, can apply for positions that only fresh graduates are allowed to apply for.
(3) Those who have no work experience before participating in grass-roots service projects can apply for positions that only fresh graduates are allowed to apply for within 2 years after their service expires and they pass the examination.
Second, the application conditions and requirements
(1) The applicant shall meet the following conditions:
1. has the nationality of the people of China;
2. Born between eighteen and thirty-five, that is, from February 1987 to February12005; Postgraduates (including on-the-job) who obtained their doctoral degrees before the end of July 2023, postgraduates who graduated in 2023, and those who applied for the positions of "Excellent Party Secretary of Gacha Village (Community)" and "Personnel Staffing Personnel in Sumu Township in Difficult and Remote Areas" were relaxed to below 40 years old, that is, they were born after 1 February 19821(excluding). If there are special requirements for the age of the recruitment post, the age required in the "Brief" and "Post Table" shall prevail;
3. Support the Constitution of People's Republic of China (PRC), the leadership of the China Party and the socialist system;
4. Have good political quality and moral conduct;
5. Have the physical conditions and psychological quality to perform their duties normally;
6. Have the ability to work in line with the requirements of the post;
7. With a college degree or above, if the recruitment position has special requirements for academic qualifications, the academic qualifications required in the "Guide" and "Post Table" shall prevail;
8. Have other qualifications required for the recruitment position.
(II) To apply for the position of directly under the authority (a participating unit) in the autonomous region, the applicants must have a grassroots work experience of 2 years (24 months) or above (see the position table for details). If the graduate students (including on-the-job personnel) who have obtained the doctoral degree before the end of July 2023 apply for the position of directly under the authority in the region, there is no limit to 2 years of grassroots work experience.
"grassroots work experience" refers to the work experience of party and government organs (participating units) in economic organizations and social organizations such as Qixian (city, district), Sumu Township (street office), Gacha Village (community) or Gacha Village (neighborhood committee), various enterprises and institutions (excluding participating units). The experience of working in military regiments and units below regimental level, the experience of retired soldiers in active service in the army, the experience of unemployed college graduates leaving school to participate in internship in college graduates' internship bases (the base is grass-roots units) or the experience of enterprises and institutions participating in project research can all be regarded as grassroots work experience.
The social practice experience of full-time education college, undergraduate and graduate students during their study in school cannot be regarded as grassroots work experience.
The starting time of grassroots work experience is determined according to Ministry of Human Resources and Social Security's Opinions on Determining the Starting Time of grassroots work experience in Civil Service Examination (Ministry of Human Resources and Social Security Fa [2065438+00] No.59) and other documents.
(3) To apply for the position of "project personnel", the applicants must be "service grassroots project personnel" who have completed their service and passed the examination before February 1 2023, or college students who retired before February 1 2023. Any "project personnel" whose service has expired (or retired) for more than 3 years as of February 1 2023, or who have been employed as civil servants and staff of public institutions (listed as employees), can no longer apply for the post of "project personnel".
(4) Apply for positions that require political review (see the position table for details), conduct political review during qualification review, and conduct in-depth political review when entering the inspection link. Those who fail the political examination will be disqualified from the interview or employment. Before registration, candidates can know the relevant matters in advance through the telephone in the job list to avoid failure in applying for the exam.
(5) Applicants for the position of "Excellent Party Branch Secretary of Gacha Village (Community)" must have a junior college degree or above. Those who have been commended by the Party Committee and government of the autonomous region [including the corresponding honors obtained during their work in Gacha Village (Community)] can be relaxed to the secondary school or high school education level, and the time requirement for obtaining them is February 2023 1 day ago. Eligible personnel, on the premise of voluntary application, can apply for the exam only after being recommended by the Party Committee (industry) of Sumu township (street) where they are located, and may not apply for the exam across league cities and categories.
(6) Apply for Ergun City, Chenbaerhu Banner, Xinbaihu Zuo Qi, Xinbaihu Right Banner, Yakeshi City, Oroqen Autonomous Banner, Ewenki Autonomous Banner, Molidawadur Autonomous Banner, genhe city, Aershan City, Horqin Right Front Banner, Holingol City, Su Nite Zuo Qi, Sunite Right Banner and Dongwuzhumuqin Banner. Some positions in Shangdu County, chahar right middle banner, Chahar Right-wing Houqi, Darhanmaoming Lianhe Banner, Otog Qianqi, Urad Middle Banner, Urad Houqi, Alashan Zuo Qi, Alashan Right Banner and Ejina Banner, as well as other positions with household registration restrictions approved by the competent department of civil servants in the autonomous region, applicants must have household registration in the union city where the positions are applied for or be students in the union city to apply for some positions in the prison drug rehabilitation system. The applicant must meet the household registration of the corresponding union city. Candidates with postgraduate education or above and corresponding degrees are not restricted by the requirements of household registration or student origin in the Union City. The "service grassroots project personnel" who work in the above areas apply for positions in the Union City, and are not restricted by the household registration and student source requirements in the Union City.
Those who apply for the position of "Secretary of Excellent Party Organizations in Gacha Village (Community)" must now work and live in the Union City where the position they apply for is located. Those who apply for the position of "township staffing in hard and remote areas" must now work and live in the county (city) where they apply for the position.
(7) Except that the time for ordinary college graduates to obtain diplomas and degree certificates in 2023 can be extended to the end of July 2023, the time for obtaining other conditions (including the conditions in the job list) is required to be before February 2023 1 (excluding).
(eight) the following persons are not allowed to apply:
1. Full-time college students, undergraduates and graduate students studying in colleges and universities (excluding full-time college graduates who graduated before the end of July 2023);
2. On-the-job civil servants and staff of public institutions (including probation period) and staff of public institutions during probation period (included in recruiters);
3. Civil servants and public officials who have been dismissed or dismissed from employment for less than 5 years (including those who voluntarily apply to give up employment);
4. Persons who have received criminal punishment for crimes, persons who have been expelled from the China Production Party, and persons who have been expelled from public office;
5. Persons who are included in the joint disciplinary object of dishonesty according to law;
6. Persons who are found to have serious violations of employment discipline such as fraud in the recruitment of civil servants at all levels;
7. Military personnel;
8. Other circumstances in which the law stipulates that the employee shall not be employed as a civil servant.
(nine) candidates shall not apply for positions that constitute the situation in avoidance relationship listed in Article 74 of the Civil Service Law. It is also not allowed to apply for the position of the employer with husband and wife relationship, direct blood relationship, collateral blood relationship within three generations, and close in-laws as leading members.
III. Registration and Qualification Examination
(1) Registration and Precautions

Returned overseas students who have obtained academic qualifications through studying abroad are required to provide, in addition to the materials specified in the Guide and the Position List, the original and photocopy of the foreign academic degree certificate issued by the Study Abroad Service Center of the Ministry of Education or the academic degree certificate of Hong Kong and Macao Special Administrative Regions, as well as the relevant certification materials of Chinese embassies and consulates abroad. If a domestic university and a foreign university jointly run a school to obtain an overseas academic degree, they must provide the original and photocopy of the "Evaluation Opinion on Joint Education Academic Degree" or the "Certificate of Joint Education Academic Degree" issued by the Study Abroad Service Center of the Ministry of Education.

If the recruitment position requires more than 2 years in grassroots work experience, the applicant shall provide the certificate of the work (service) unit (the certificate shall include the name of the work unit, the start and end time of the work, the address of the unit, the name of the relevant person in charge and the contact telephone number, etc.). ) or the original and photocopy of the work contract. Candidates applying for the position of "project personnel" shall provide the original and photocopy of the service project certificate issued by the relevant competent department of the service project or the original and photocopy of the service expiration and assessment certificate; "Retired soldiers of college students" must provide the original and photocopy of the soldier's retirement certificate; "Excellent Party branch secretary of Gacha village (community)" meets the conditions of extra points, and provides the original registration form (in duplicate) with the official seal of the party (industry) committee in Sumu township (street), and a copy of the document (certificate) commended by the party committee and government at or above the autonomous region during the work period; "Staffing in Sumu Township in Hard and Remote Areas" requires a copy of my page, a copy of the open employment approval form or employment documents, a copy of the annual assessment documents, and a certificate that the past annual assessment issued by Sumu Township is not basically qualified or below. 4. Qualification examination focuses on whether the information reported by candidates is true and accurate. Anyone who does not meet the conditions for applying for the exam, whose personal information about nationality and award-winning information is incorrectly filled leads to extra points, whose personal information is inconsistent with the documents held, who conceals important information or provides false certification materials, and does not participate in the qualification review within the specified time without the consent of the qualification review department, will be disqualified from the interview, and will be replenished in turn according to the written test scores of candidates in this position from high to low, only once.
(3) Physical fitness assessment
1. Those who apply for public security, prison drug rehabilitation and judicial police positions shall be assessed for physical fitness before the interview. Physical fitness assessment shall be organized and implemented by the relevant competent departments of the autonomous region under the supervision and guidance of the competent departments of civil servants in the autonomous region.
2. Physical fitness assessment shall be conducted in accordance with the requirements of "Physical fitness assessment items and standards for employing people's police by public security organs (Provisional)", and the time and place of physical fitness assessment shall be announced on the registration website.
3. Candidates who fail to pass the physical fitness assessment due to personal reasons such as pregnancy or injury or who cannot participate in the physical fitness assessment on time or within the specified time. No re-examination, and cancel the interview qualification, according to the written test scores of candidates in this position from high to low in turn, only once.
Sixth, the interview
(a) the interview work in the autonomous region under the unified arrangement of the competent department of civil servants.
(2) Those who have passed the qualification review (those who apply for public security, prison drug rehabilitation and judicial police posts also need to pass the physical fitness assessment) will attend the interview at the appointed time and place with the qualification review and interview notice and the ID card (temporary id card) stamped with the qualification review seal.
Candidates who have passed the post qualification re-examination of "Mongolian Language and Character Run concurrently" will try the translation level of Mongolian language and character once more before the interview. Candidates need to translate the designated national common language materials into Mongolian on the spot, and enter the interview with qualified results. Those who are unqualified will be replenished in turn from high to low according to the written test scores of the candidates for this position, and the replenishment will only be made once. After passing the language test, candidates who apply for the position of "Mongolian Language and Writing concurrently" can only use the national common language to answer questions during the interview.
(3) The interview was conducted in a structured way, with a total score of 100.
During the interview, if the actual number of participants in the recruitment position is equal to or less than the number of candidates to be hired for the position, the interview results of the candidates for the position must reach the average interview results of all candidates in the examination room (the same examiner group) where they are interviewed before they can obtain the employment qualification.
Seven, the total score calculation
After the interview, the total test score will be synthesized according to the proportion of 50% written test score and 50% interview score.
Total test score = written test score ×50%+ interview score ×50%
Personal interview results and total test scores are published on the Inner Mongolia Personnel Examination website.
Eight, physical examination and inspection
According to the order of the total score of each position from high to low and the number of people to be employed in this position, the personnel who enter the physical examination and inspection scope are determined in equal amounts. If the total test scores of candidates in the same position are tied, the tied personnel shall be sorted according to the written test scores; If the written test scores are tied, they will be sorted according to the administrative professional ability test scores, and then according to the number of people to be hired for this position, the personnel who enter the medical examination scope will be determined in equal amounts. "Gacha village (community) excellent party branch secretary" post total score tied, tied for personnel according to the written test results; The written test results are also tied together and will enter the scope of medical examination. After physical examination, we will select the best candidates according to the principle of suitable posts and suitable personnel.
(1) Physical examination
1. The physical examination institution shall be determined by the competent department of civil servants of the autonomous region and the Union City jointly with the health administrative department at the same level.
2. Physical examination items and standards shall be implemented in accordance with the General Standard for Physical Examination of Civil Servants (Trial), Manual for Physical Examination of Civil Servants (Trial), Special Standard for Physical Examination of Civil Servants (Trial) and Notice on Further Improving Physical Examination of Civil Servants.
3. Candidates who fail to pass the medical examination, fail to participate in the medical examination within the specified time, or resort to deceit or conceal the real situation during the medical examination will be disqualified and dealt with accordingly according to the seriousness of the case. According to the order of the total score of the candidates for this position from high to low, only one replacement will be made.
(2) Investigation
The inspection work should be carried out in accordance with the requirements of the Regulations on the Employment of Civil Servants and the Measures for the Investigation of the Employment of Civil Servants (for Trial Implementation). Candidates who apply for the positions of the people's police in public security organs should be carried out in accordance with the Measures for the Political Investigation of the Employment of People's Police in Public Security Organs and relevant regulations.
The contents of the investigation mainly include political quality, moral conduct, ability quality, psychological quality, study and work performance, law-abiding, honesty and self-discipline, job matching and whether it is necessary to avoid it.
The inspection work highlights political standards, focuses on understanding the political performance and political inclination of the inspected personnel, and resolutely refuses to hire those who are politically unqualified. The investigation was conducted by individual talks, field visits, strict examination of personnel files, inquiry of social credit records, and interviews with the inspected personnel. , and can be extended according to the needs of inspection, in order to comprehensively, objectively and fairly understand the situation, truthfully write inspection materials.
If the person under investigation does not meet the conditions that civil servants should have, or does not meet the qualifications for applying for the exam, or does not meet the conditions for applying for the position, the employment qualification will be cancelled. Nine. Publicity and employment
(1) Publicity
Autonomous Region directly under the authority (participating units), the relevant competent departments of the autonomous region and the competent civil service departments of the Union City determine the candidates to be hired according to the total scores of candidates' examinations, physical examination results and investigation, and report them to the competent civil service departments of the autonomous region for examination according to the management authority. The competent department of civil servants in the autonomous region shall publicize the personnel to be hired in the civil service publicity column of Inner Mongolia Personnel Examination Network as required, and the publicity period shall be 5 working days.
(2) Employment
After the expiration of the publicity period, if there is no problem or the problems reflected do not affect the employment, the competent department of civil servants of the autonomous region shall approve the employment procedures. If you report a serious problem and find evidence, you will be disqualified. According to the order of the total score of the candidates for this position from high to low, only one replacement will be made. If there is a serious problem in the report, but it is difficult to verify it at the moment, the employment will be suspended, and the decision whether to hire will be made after verification and conclusion.
(three) the following personnel shall not be employed
1. Candidates participated in other civil service examinations or public recruitment of institutions before the end of this examination registration, and were hired by other institutions (participating institutions) or listed by institutions;
2. Candidates become full-time students before the registration of this exam is over and the employment procedures are completed;
3. Other circumstances in which laws and regulations stipulate that it is not allowed to be employed as a civil servant.
(4) Probation period
The probation period of newly recruited civil servants is 1 year, and the probation period is managed with reference to the Civil Service Law, the Civil Service Employment Regulations and the Administrative Measures for Newly Recruited Civil Servants (Trial). Newly recruited civil servants shall be assigned to their posts, generally not allowed to adjust their posts, not seconded to other organs (units), and not allowed to participate in post-leaving study outside the regulations. During the probation period, the newly recruited civil servants shall not adjust their working organs (units) without the written approval of the competent department of civil servants in the autonomous region. Those who pass the initial training after the probation period are graded. If the probation period expires and the assessment fails, the employment will be cancelled; During the probation period, if you find that you do not have the qualifications of a civil servant, do not meet the conditions for entering the exam, and are not competent for the job, you will be disqualified.
(5) Service period
Employment to the position of "restricted household registration (student origin)"; Public security, procuratorate, court, prison drug rehabilitation system posts; Targeted recruitment of "project personnel" positions; The status of "being proficient in Mongolian language and writing"; The positions that need political examination and the positions with the lowest service life are clearly defined in the "brief" and "position table". Candidates must have served in the recruitment agency (unit) for 5 years (including probation period). During the service period, it is not allowed to transfer jobs or take the civil service recruitment examination, civil service selection examination, public institution recruitment examination, etc. Without the written approval of the competent department of civil servants in the autonomous region.
Candidates who apply for township positions in Sumu have a minimum service life of 5 years (including probation period) in township organs. During the service period, without the written approval of the competent department of civil servants in the autonomous region, they may not transfer jobs, participate in the civil service recruitment examination, the civil service selection examination, and the open recruitment examination of public institutions.
In accordance with the management authority, the competent departments of civil servants at all levels shall indicate the minimum service life and related requirements in the remarks column of the examination and approval form for civil servants' employment, and the employment organ (unit) or the county (city, district) where it is located. At the same time, the employment organ (unit) shall sign a minimum service life agreement with the employees.
X. others
(a) after the examination and approval procedures for employment, the vacancy caused by abandonment or cancellation of employment will not be filled.
(2) Candidates should carefully choose the positions they apply for. In addition to written examination, qualification review and physical fitness assessment, those who give up other links will be recorded.
(3) Applicants should carefully read the relevant application requirements and qualifications in this Guide and the Position Table, and choose qualified positions to apply for according to their personal circumstances. Candidates are reminded to be responsible for themselves, carefully choose positions and fill in information, and don't be careless, cheat or conceal information, otherwise the candidates will bear the consequences themselves.
(4) The qualification examination of applicants runs through the whole examination process. In any link of the examination and during the probation period, it is found that there are false information, inconsistent conditions, fraud and other situations that seriously affect the employment. If there is evidence, the employment qualification will be cancelled, and the corresponding treatment will be given according to the seriousness of the case and recorded.
(V) According to the Measures for Handling Disciplinary Acts in the Recruitment of Civil Servants in People's Republic of China (PRC) and the Criminal Law Amendment (IX), candidates who are recorded in the integrity file will be dealt with accordingly according to the seriousness of the case.
(six) the written examination and interview do not specify the examination counseling book, and do not organize or entrust the examination counseling training class. Tutorial classes, counseling websites, publications and Internet cards held in the name of civil service examination proposition group, proposition experts, interviewers and specialized training institutions have nothing to do with this examination. Please be vigilant and don't be deceived.
