Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons and relevant laws and regulations, combined with the actual situation of this province, with a view to safeguarding the legitimate rights and interests of disabled persons, developing undertakings for disabled persons, and ensuring their equal and full participation in social life and sharing social material and cultural achievements. Article 2 Disabled persons enjoy equal rights with other citizens in political, economic, cultural, social and family life.

The whole society should understand, respect, care and help the disabled and support the development of the cause of the disabled. Article 3 The people's governments at or above the county level shall strengthen their leadership over the cause of the disabled, incorporate the cause of the disabled into the national economic and social development plan, and formulate the development plan and annual plan for the cause of the disabled in their respective administrative areas; Promote the construction of social security system and service system for the disabled; The funds for the disabled are included in the fiscal budget at the corresponding level, and gradually increase with the economic and social development and fiscal revenue growth.

The people's governments at or above the county level shall set aside not less than 5% of the local retained part from the annual social welfare lottery public welfare fund and the sports lottery public welfare fund, and fully allocate it to the disabled persons' Federation at the same level by the finance to support the development of the welfare and sports undertakings for the disabled.

The financial and auditing departments shall strengthen the supervision and inspection of the use of the fund for the disabled and the lottery public welfare fund. Article 4 State organs shall respect the right to know, participate, express and supervise the public policies and affairs of the disabled, and ensure their participation in democratic elections, decision-making, management and supervision according to law.

People's congresses at all levels and CPPCC should have disabled candidates when electing and recommending deputies and members. Enterprises and institutions with more disabled persons shall have representatives of disabled persons at the workers' congress. Fifth people's governments at or above the county level shall be responsible for organizing, coordinating, guiding and urging relevant departments to do a good job in the work of disabled people.

The office of the Working Committee for Disabled Persons is located in the Federation of Disabled Persons at the same level and is responsible for daily work.

The relevant departments of the people's governments at or above the county level, township people's governments and sub-district offices (communities) shall, in accordance with their respective responsibilities, do a good job in the work of the disabled. Article 6 Disabled persons' federations at all levels represent the common interests of disabled persons, safeguard their legitimate rights and interests, and unite, guide, help and serve them; In accordance with the laws, regulations, articles of association or the entrustment of the people's government at the same level, carry out work for the disabled, mobilize social forces and develop the cause of the disabled. Seventh disabled welfare foundation to carry out fundraising activities according to law. Encourage enterprises, institutions, social organizations and individuals to support the cause of the disabled and provide donations and services for the disabled.

Encourage voluntary service organizations and volunteers to provide voluntary services for the disabled. Eighth county-level disabled persons' federations shall conduct disability assessment in accordance with the relevant provisions of the state and the province. For the disabled who meet the disability standards, the People's Republic of China (PRC) Disabled Persons' Card (hereinafter referred to as the Disabled Persons' Card) shall be issued by the county-level disabled persons' Federation, but no certificate fee shall be charged to the disabled.

Disabled people enjoy the welfare benefits and preferential policies for the disabled stipulated by the state and the province with the disabled card. Article 9 Encourage disabled people to be self-respecting, self-confident, self-reliant and self-reliant and contribute to socialist construction.

Disabled persons shall abide by laws and regulations, fulfill their civic obligations, observe public order and respect social morality. Tenth people's governments at all levels and relevant departments shall, in accordance with the relevant provisions of the state, commend and reward units and individuals that have made remarkable achievements in the development of undertakings and services for the disabled. Chapter II Prevention and Rehabilitation Article 11 The people's governments at or above the county level and their relevant departments shall organize and carry out disability prevention work, popularize disability prevention knowledge, establish and improve the disability prevention system, and improve the level of disability prevention for the whole people.

Health and other administrative departments and the Federation of Disabled Persons shall establish a system of disability prevention, early intervention and disability reporting, and make it public.

The administrative department of health shall gradually incorporate early detection, early diagnosis and early treatment of children's disabilities into the three-level health care network of cities (states), counties (cities, districts and special zones) and towns (streets and communities). Twelfth people's governments at or above the county level shall organize the rehabilitation of the disabled, establish and improve the rehabilitation service system for the disabled, formulate the annual rehabilitation work plan for the disabled, and implement key rehabilitation projects for the disabled.

The people's governments at or above the county level shall give priority to the rescue, treatment and rehabilitation of disabled children, provide neonatal disease screening for newborn babies, and provide free rescue and rehabilitation services such as rehabilitation guidance, medical rehabilitation, and adaptation of assistive devices for disabled children under the age of 6. Thirteenth people's governments at or above the county level shall include the medical rehabilitation project for the disabled in the basic medical insurance for urban residents, the basic medical insurance for urban workers and the reimbursement scope of the new rural cooperative medical system; Incorporate medical rehabilitation services for the disabled into the medical and health service system at all levels. Fourteenth people's governments at or above the county level and their relevant departments shall, according to the rehabilitation needs of the disabled, set up rehabilitation institutions for the disabled, and medical institutions with conditions shall set up rehabilitation medicine departments; Township, street hospitals and community health service centers should set up rehabilitation rooms to carry out rehabilitation medical care, rehabilitation training and other services.

Encourage and support social forces to set up rehabilitation institutions for the disabled, and the people's governments at or above the county level shall give support in terms of funds, places, land use, personnel training and training.
