4. Qualifications

1. Be loyal to the party’s educational cause, have good political literacy and correct school-running philosophy.

2. Have the corresponding level of teacher qualifications. Outstanding achievements in education, professional proficiency, understanding of management, dedication to work, and willingness to contribute.

3. The annual assessment in the past three years has been "qualified" or above, and the applicant must be in good health and capable of doing the job.

4. The position of principal of an urban primary school is open to competition within the district. Men must be no more than 50 years old (born after August 16, 1964), and women must be no more than 45 years old (born after August 16, 1969). ).

5. Applicants for the position of principal must have a bachelor's degree or above, a senior primary school title or above; the current position in an urban primary school is at the deputy school level or above for more than 2 years, and the period of service is calculated as of August 16, 2014 (based on the tenure document).

6. Those who fall under any of the following circumstances are not allowed to participate in the competition:

① Those who are under investigation by judicial authorities or under investigation by disciplinary inspection or supervisory authorities;

② Those who have received criminal punishment or administrative detention;

③ Those who have been put on file by the Discipline Inspection and Supervision Department or the period of impact of the punishment has not expired.

5. Competition procedures

1. Job announcement, registration and qualification review (August 16-August 19). Print and distribute work plans, announce competitive positions and qualifications. The registration location is the Human Resources Department of the District Education Bureau. When registering, fill out the "Lingling District Urban Principal Competition Registration Form". Applicants can only fill in one position, and the number of applicants for each position must reach a ratio of 1:2 for a written test. After the registration is completed, the district education bureau will be responsible for the qualification review.

2. Written test (30 points). The time is August 21st. Experts are entrusted with assignments and marking. The content of the written test is the professional knowledge and educational management capabilities required for the position of principal.

3. Competition speech and on-site defense (25 points). The time is August 22nd-23rd. The speech focuses on introducing my basic situation, competitive advantages and work ideas for the competitive position (10 points). The on-site defense will focus on assessment of language expression, problem analysis, problem solving, organization and coordination, logical thinking and other ability requirements (15 points). A panel of experts will be hired for speeches and defenses, one score and the lowest score will be removed, the average of the valid scores will be taken, and the results will be announced on the spot.

4. Democracy assessment (15 points). Evaluation of on-the-job faculty and staff in competitive schools; evaluation of party representatives, people’s congress representatives, and CPPCC members in the surrounding areas of the school; and evaluation of parent representatives. The democratic assessment was conducted simultaneously with the expert jury at the speech defense site.

5. Performance appraisal (30 points).

6. Comprehensive score. Calculate the candidate's overall score according to the following formula. Comprehensive score = written test × 30% + competition speech × 10% + on-site defense × 15% + democratic assessment × 15% + performance appraisal × 30%.

7. Organize inspections. The time is August 24th-25th. The shortlisted candidates will be determined at a ratio of 1:1 based on the overall competition score ranking from high to low. The inspection team will conduct a comprehensive inspection based on the morality, ability, diligence, performance, integrity, etc. of the shortlisted candidates.

8. Research and appointment. Based on the comprehensive scores of the candidates, combined with their qualifications, and based on work needs and with reference to the opinions of the candidates for the position and the organizational inspection, the leadership team will be appointed by the District Education Bureau, sign a letter of responsibility for the term, and issue a letter of appointment for a period of three years.
