Why are local refineries in Shandong?

The just-concluded report of the 13th National People's Congress of Shandong Province proposes to build a high-end petrochemical base around Bohai Bay in northern Shandong. Realize the high-end, base, intelligent, green, service and international development of petrochemical industry. The refining capacity is 69 million tons, accounting for one-tenth of the national refining capacity and one-third of the province's refining capacity. Dongying area, as the gathering place of independent refineries in Shandong, was once again pushed to an important position.

After the State Council approved the "Overall Plan for the Construction of New and Old Kinetic Energy Conversion Comprehensive Experimental Zone in Shandong", all walks of life in Shandong are now decomposing and implementing this plan.

Based on the reality of Shandong, the Shandong Provincial Party Committee and the provincial government have insight into opportunities, followed the trend, made a decisive decision to implement a major project to convert old and new kinetic energy, and planned to build a high-end petrochemical base around Bohai Bay in northern Shandong, which will form the spatial layout of nine industrial parks, including Dongying, Yantai, Binzhou and Weifang, and build a world-class petrochemical industrial belt comparable to the Gulf of Mexico in the United States and Tokyo Bay in Japan.

In this provincial government report, it is proposed to build a high-end petrochemical industrial base around Bohai Bay in northern Shandong, which once again pushed Dongying area to an important position.

Up to now, Zhuochuang Information has monitored 63 independent refineries in Shandong, including 34 in Dongying, accounting for more than half of the manufacturers. Independent refineries in Dongying area have obvious advantages in Shandong and even the whole country in terms of capacity, output scale, equipment matching and regional location.

By the end of 20 17, the primary processing capacity of Shandong independent refineries was165.55 million tons/year, of which Dongying was 76.35 million tons/year, accounting for 46 12%. Nearly half of the production capacity of Shandong independent refineries is concentrated in Dongying. Due to the large number of manufacturers, the production capacity of secondary processing devices such as catalysis, coking and hydrogenation devices is also in a leading position.

In addition, according to the gasoline and diesel output of independent refineries in Shandong, 20 1 1944700 tons of gasoline and 2 127. 1700 tons of diesel are produced by independent refineries in Dongying, accounting for 44.69% and 45.79% of gasoline and diesel respectively.

In terms of equipment support, in order to cope with the accelerated upgrading trend of domestic refined oil quality, the newly built capacity of independent refineries is mainly concentrated in hydrogenation, reforming and fine chemical plants, among which the capacity growth rate of reforming unit is obvious.

The total capacity of reforming unit planned to be put into operation by Shandong Independent Refinery in the next two years is19.7 million tons, of which Dongying area/kloc-0.2 million tons, accounting for 67%, close to 70%.

The reforming unit not only has the functions of strong profitability of a single unit, replacing imported mixed aromatics and increasing gasoline output, but also its by-products of pure benzene, toluene and xylene promote the extension of basic aromatic products in private refineries, which is also an important link for independent refineries to achieve "oil head and tail".

As far as regional location is concerned, there are two main advantages:

First, relying on Shengli Oilfield, the petrochemical industry in the region has long been relatively mature, with many supporting facilities and upstream and downstream processing enterprises, and the industrial chain is relatively perfect.

Secondly, Dongying City is located in the north of Shandong Province, facing the Bohai Sea and relying on Dongying Port. Raw materials and products can be shipped to Nantong and Peking University. At the same time, it can also cover inland areas, such as Hebei, Henan, Shanxi, Shaanxi, Gansu, Inner Mongolia and Liaoning.
