The Guiding Opinions stipulates the positioning of bicycle sharing, vehicle delivery, planning and construction of bicycle traffic network and parking facilities, norms of corporate responsibility and operation services, norms of user behavior and credit management, and safety supervision of user funds and network information.

There are three solutions to the deposit problem in the Guiding Opinions. The first is to avoid the deposit and use credit. The second is rent pressure, that is, return it immediately. Third, if you want to use margin, you should establish a special account for special supervision, and the relevant government departments should supervise it to ensure the safety of funds.
