After the Communist Party of China occupied Xiamen in 1949, it closed the airport. In 1950, for military purposes against Taiwan, Zhang Weizi, the then mayor of Xiamen, directed the airport construction headquarters to repair and expand Gaoqi Airport, which was completed at the end of 1952. It was later rebuilt in 1955, but because it was within the shelling range of Kinmen, it was never fully open for use and was abandoned. In October 1981, the State Council approved Xiamen City's report on expanding Gaoqi Airport into an international airport. At the same time, with the help of Jiang Zemin, then director of the State Planning Commission, Xiamen Airport obtained a US$21 million loan from Kuwait as construction funds. On January 10, 1982, Gaoqi Airport broke ground. The sea trial was completed in July 1983. It was officially opened to navigation on October 22, 1983. It is the first airport in China to be constructed entirely with foreign loans and the first international airport to be decentralized and managed by local governments.

The second phase of expansion was carried out from 1993 to 1996. The new terminal building was designed by East China Design Institute and Canadian B H Architects.

The third phase of the airport expansion project in 2006 will be based on the current second phase and start from four aspects: flight area, air traffic control system, passenger terminal area and cargo area. The expansion project is expected to last until 2015.
