Article 5 To apply for crew registration, the following conditions shall be met:

To apply for a seaman's certificate of the People's Republic of China, the following conditions shall be met:

(a) is a citizen of People's Republic of China (PRC);

(2) Holding a certificate of competency as a crew member of an international sailing ship or having a clear task of leaving the country for the crew;

(3) There are no laws or administrative regulations prohibiting leaving the country.

Maritime qualification

1. After obtaining the training certificate, those who apply for the certificates of competency of Class B and Class C machinists need six months' offshore internship qualification (navigation area: infinite navigation area, near-ocean navigation area and coastal navigation area).

2. Those who apply for the certificate of competency of third mate and tube wheel should hold the certificate of competency of crew and mechanic on duty in the corresponding navigation area, and have actually worked for 12 months (new certificate: above the coastal navigation area).

3. Those who apply for the competency certificates of the first mate and the second engineer should hold the competency certificates of the first mate and the second engineer in the corresponding navigation area and class, and have actually worked for 12 months.

4. Applicants for the competency certificates of the captain and chief engineer shall hold the competency certificates of the chief mate and the second engineer of the corresponding navigation area and ship class, and have actually worked for 18 months.

5. To apply for the examination and evaluation of expanding navigation area, the applicant shall hold a certificate of competency of the same grade and position as the ship of the lower class in the application navigation area, and have actually held the position for 6 months.
