According to the Civil Servant Law of People's Republic of China (PRC), Provisions on the Employment of Civil Servants (for Trial Implementation) and other regulations, and in accordance with the principles of openness, equality, competition and merit-based, with the approval of the Provincial Civil Servant Department, our city decided to recruit 65,438 civil servants and staff members who are managed according to the Civil Servant Law. The relevant matters are hereby announced as follows (this announcement is also published on the www.scpta.gov.cn website of Sichuan Personnel Examination Network):
I. Candidates and Admission Conditions
(1) Applicants: fresh college graduates in 20 1 1 year and social on-the-job and off-the-job personnel who meet the post requirements. Among them, 20 1 1 college graduates must obtain diplomas, degree certificates and other required certificates before 201/July 3 1, and the vouchers shall be used for employment procedures; Other personnel must obtain diplomas, degree certificates and other certificates recognized by the state before the interview qualification review. Those who fail to obtain the relevant certificates within the specified time will not be hired or will not enter the next exam at their own risk.
"Those who have grassroots work experience for more than 2 years" means that applicants must have corresponding grassroots work experience. Grassroots work experience refers to the work experience of party and government organs below the county (city, district) level, state-owned enterprises and institutions at all levels, village (community) organizations, other economic organizations and social organizations (excluding students' social practice and internship during school). I have worked in military regiments and units below the equivalent regiments, which can be regarded as grass-roots work experience. For college graduates who have worked at the grass-roots level before enrolling, their working time at the grass-roots level before enrolling can be calculated as having grassroots work experience time. Among them, the calculation method of "2 years" in "grassroots work experience for more than 2 years" means that the applicants have worked at the grassroots level for 2 years at the end of registration.
(2) Application conditions:
1. has the nationality of the people of China;
2. Support the Constitution of People's Republic of China (PRC);
3. Age 18-35 years old (1974-1born between September 30, 1992), and the doctoral degree can be relaxed to 40 years old (1born after September 30, 1969);
4. Good conduct;
5. Have the physical conditions to perform their duties normally;
6. Have the educational level and working ability that meet the requirements of the post;
7. Comply with the provisions of Article 68 of the Civil Service Law of People's Republic of China (PRC) on avoidance;
8. Meet other conditions stipulated by the competent department of civil servants.
(3) In any of the following circumstances, registration shall not be granted:
1. Persons who have received criminal punishment for crimes and those who have been dismissed from public office;
2. Persons who violate the rules and regulations in the recruitment of civil servants at all levels during the prohibition period;
3. If you refuse to report to the employer after being approved for employment, you will be disqualified as a civil servant;
4. Newly hired civil servants during the probation period and those who work in administrative organs (units) with reference to the Civil Service Law;
5. military personnel;
6. Civil servants and those who work in administrative organs (units) with reference to the Civil Service Law have been dismissed for less than 5 years;
7. Persons who are prohibited by law from being employed as civil servants.

Second, the recruitment unit and quota
* * * Recruit 124 students. Five civil servants from district and county organs, 77 civil servants from township organs, 24 judicial assistants from grass-roots judicial offices in districts and counties, and 18 staff from district and county management units with reference to the civil service law were recruited for public examinations. For the specific recruitment units and positions, please refer to the 20 10 Zigong Public Examination Recruitment Position Table (attachment 1).
III. Registration and Qualification Examination
Registration for this exam is conducted by online registration. Online registration time is 201010/0/0/01010/,and the registration website is Sichuan Personnel Examination Network (www.scpta.gov.cn). The qualification examination shall be the responsibility of the competent department of civil servants in the district and county. The qualification examination includes three links: the preliminary qualification examination when registering online, the qualification review before the interview and the qualification confirmation in the inspection work. If it is found that the applicant does not meet the job requirements in any link, his qualification for application or employment will be cancelled.
Registration and qualification examination shall be conducted according to the following procedures:
(1) Online Registration
1. Select a location. Candidates log on to the registration website, carefully read the Announcement and the Open Recruitment Guide of the recruiting unit, understand the scope, objects, conditions, registration procedures, relevant policies and precautions of the recruitment position, and then choose the position that fully meets the registration conditions according to their own reality. Applicants can only choose a position in a department (unit) to register, and can't register with both old and new ID numbers. The ID cards used for registration and examination must be the same.
2. Fill in the information. Applicants are requested to register according to the online prompts, fill in the "20 10 Sichuan Public Examination Registration Information Form" truly and accurately, and upload recent photos of JPG format bareheaded certificates and about 20K photos according to the online prompts. If the applicant conceals relevant information or provides false materials, the competent department of civil servants will cancel his employment qualification, and all losses caused thereby shall be borne by the applicant himself. Candidates should log on to the registration website on the second working day after filling in the information to check whether they have passed the preliminary qualification examination and photo quality inspection. Those who have passed the preliminary qualification examination must print the "20 10 Sichuan Public Examination Application Information Form" in duplicate according to the network prompts for the use of qualification review. Those who fail the preliminary qualification examination cannot take the exam.
3. Preliminary qualification examination. The competent departments of civil servants in districts and counties shall conduct preliminary qualification examination online according to the materials filled in by candidates online and the requirements of the positions they apply for, and in principle put forward audit opinions on June 5438+1October 8. The qualification examination of all applicants ended on June 10. Those who meet the registration conditions shall not refuse to register; If the examination is unqualified, explain the reasons, and if the photo quality does not meet the requirements, prompt the applicant to upload the photo again. For those who have passed the qualification examination, the recruiting unit shall download and print the Information Form of Examination Qualification Review and Inspection of Candidates. Candidates who pass the qualification examination cannot apply for other positions.
(2) Online payment
Candidates who have passed the preliminary examination must log on to the registration website from +00 on October 8th, 2065 to +04 on October 8th, 2065 (according to the documentNo. [2003]237 of Sichuan Provincial Department of Finance and Sichuan Provincial Price Bureau, the written examination fee is 50 yuan for each subject). If you fail to pay the fee within the specified time after online registration, it will be deemed as automatic waiver. The specific process of online payment is carried out according to the network prompts.
The ratio between the number of written test applicants and the number of positions to be hired is generally not less than 5: 1. After the registration and payment work, if the proportion of the examination cannot be adjusted, it will be arranged by the municipal competent department of civil servants. If the proportion is still not reached or there is no adjustment object after adjustment, the employment plan for this position shall be cancelled accordingly. In any of the following circumstances, the written examination fee may be reduced or exempted:
1. According to Notice of the State Council on Establishing Rural Minimum Living Security System in China (Guo Fa [2007]19), Opinions of Sichuan Provincial Party Committee and Sichuan Provincial People's Government on Promoting the Construction of Urban and Rural Social Assistance System (Sichuan Committee [2005] No.9) and Implementation Measures of Minimum Living Security for Urban Residents in Sichuan Province.

Candidates who meet the conditions for exemption and reduction should submit the application materials for exemption and reduction to Zigong Personnel Examination and Evaluation Center within working days before the deadline for online payment. After being approved by the Municipal Personnel Examination and Evaluation Center according to the relevant procedures, candidates are exempted from the current examination fee. Candidates who fail to go through the formalities of reduction or exemption within the specified time shall be deemed to have given up automatically.
(3) Print the admission ticket
Those who have passed the preliminary qualification examination and the photo quality is qualified, and have successfully completed the online payment (including the confirmation of reduction and exemption), with their ID number and name, log on to Sichuan Personnel Examination Network 20101-1,and print their admission ticket on the day of the examination. If the admission ticket is not printed within the time limit, which affects the examination, the candidates should bear all the responsibilities.
Fourth, the exam.
The examination is divided into written examination and interview, and the total score of the examination is calculated by 100. Among them, the written test score accounts for 70% of the total score, and the interview score accounts for 30% of the total score.
(1) Written examination
1. written test subjects: the written test subjects are application and administrative professional ability orientation test, with full marks in each subject 100. The judicial administrative organs at or below the county level in the province regard the registered judicial assistant as a unified additional professional subject "Basic Knowledge of Basic Judicial Assistant", with a full score of 100.
2. Written test time: 20 10 1 1.6. The written test results were published on February 5th, 20 10+65438 in Sichuan Personnel Testing Network (www.scpta.gov.cn). Candidates who have questions about their scores can log on to Sichuan Personnel Examination Network at 20 10 to 15- 19, and the results will be announced from 20 10 to February 23rd.
3. The total score and position ranking of written equivalent academic ability will be published by the municipal competent department of civil servants on Zigong Personnel Examination Network before 20 10 12 3 1.
Calculation method of equivalent total score in written test;
For positions without additional professional subjects, the written test is equivalent to the total score = the application score ×35%+ the administrative professional ability orientation test score ×35%+ the written test plus points.
For additional professional subjects, the written test is equivalent to the total score = application score ×25%+ administrative professional ability orientation test score ×25%+ professional subject score ×20%+ written test plus points.
4. Written test bonus policy
Those who have made outstanding achievements in earthquake relief, who were commended by county (city, district), city (state) party committees, governments, city (state) organs and provincial organs when applying for positions in our city, will be given 1 point after conversion of written test scores, and those who have been commended by provincial party committees, provincial governments and national ministries and commissions or above will be given 1.5 point after conversion of written test scores.
Applicants who meet the above-mentioned bonus points must send a copy of the admission ticket and the original relevant certification materials (outstanding earthquake relief personnel hold meritorious service award certificates or commendation documents) and their contact telephone number to the municipal civil servant department before 2010/1.8. Failure to submit the certification materials within the specified time shall be deemed as giving up the qualification for extra points.
Candidates who have enjoyed the above-mentioned extra points for caring for civil servants (including those who refer to the civil service law) before entering the examination will no longer enjoy the extra points for the same project when taking part in this recruitment examination.
(2) Interview: Before 20 10 12 3 1, according to the total written test scores converted by candidates (including the converted scores of professional subjects), the list of people who enter the interview qualification review shall be determined from high score to low score according to three times the recruitment quota. The last person with the same written test scores can enter the interview qualification review together. Those who pass the qualification review enter the interview; Those who fail the qualification review will be disqualified from the interview. After the vacant position is approved by the municipal competent department of civil servants, the replacement personnel shall be determined according to the written test results from high to low.
After the qualification review, if the number of people entering the interview is less than 3 times of the recruitment quota for this position, all qualified personnel can be determined as interviewers according to the actual situation.
After receiving the notice, candidates should bring a copy of the 20 10 Sichuan Public Examination Information Form (with photos), ID card, work permit, diploma, degree certificate (positions with clear academic qualifications) or household registration certificate (positions with clear recruitment scope) and other documents and procedures required by the recruiting unit to conduct qualification review at the designated place at the designated time. Among them, several special applicants must also meet the following procedures:
1.20 1 1 year college graduates should present their student ID cards (if there is no student ID card, provide the certificate issued by the graduate employment department of the relevant department or major of the school).
2. Newly-employed college graduates from enterprises and institutions who have not participated in this recruitment during the probationary period (probation period) shall be required to submit the procedures for the organization and personnel department of the unit to agree to apply for the examination.
3. The personnel of public security department, prison reeducation through labor system, national security department and secret department shall, according to the personnel management authority, issue the formalities that the unit to which they belong or the competent department at a higher level agree to enter the examination.
4. On-the-job civil servants with a minimum service life of less than 5 years shall be issued with a certificate of consent by the work unit.
5. Unless otherwise stipulated by the state, such provisions shall prevail.
The interview time is 201115-17. The specific matters of the interview will be notified separately by the municipal competent department of civil servants.
Verb (abbreviation of verb) physical examination and investigation
After the interview, according to the positions and places to be hired (including the positions and places sorted by Latong in advance), according to the total scores of candidates' exams, from high to low (if the total scores of exams are the same, the rankings will be determined by the total scores of written tests; If the total score of the written test is the same, the ranking shall be determined in accordance with the order of the scores of the Administrative Professional Aptitude Test and the Application, and the candidates who enter the medical examination and inspection shall be determined in equal amounts, and the competent department of civil servants shall organize and implement the medical examination and inspection in a unified manner. If the actual number of people participating in the interview does not reach three times the number of positions, the total score of the examination for those who have entered the employment medical examination and inspection shall not be lower than the minimum total score of other positions that have reached the proportion in this open recruitment.
Physical examination items and standards shall be implemented in accordance with the revised General Standard for Physical Examination of Civil Servants (Trial) and Manual for Physical Examination of Civil Servants (Trial). Hepatitis B detection items of each post shall be implemented in accordance with the Notice of Ministry of Human Resources and Social Security, Ministry of Education and Ministry of Health on Further Standardizing Physical Examination Items for Admission and Employment and Protecting the Employment Rights of HBsAg Carriers.
Recruiting units or candidates who have doubts about the conclusion of the medical examination may request re-examination within 2 days from the date of receiving the notice of the conclusion of the medical examination. Re-examination is only conducted once, and the conclusion of physical examination shall be subject to the re-examination results. Those who pass the physical examination will be determined according to the number of positions and the total test scores from high to low. Vacancies due to unqualified physical examination and inspection can be filled in turn among those who enter the interview with the consent of the competent department of civil servants.
Sixth, publicity.
After the recruitment agency determines the personnel to be hired, it will be publicized on Zigong Personnel Examination Network. The publicity contents include name, gender, admission ticket number, graduation institution (or original work unit), major, test scores, positions to be employed and supervision and reporting telephone numbers. Accept social reports during the publicity period, with a period of 7 days. Informants should reflect the problems in a real name and provide necessary investigation clues.
7 days after the list of persons to be employed is publicized, if there is no problem or the problem does not affect the employment, the employment formalities shall be handled; If the problem is serious and evidence is found, it will not be hired; If there is a serious problem in the report, but it is difficult to verify or deny it at the moment, the employment will be suspended, and then the employment will be decided after verification.
Seven. Employment approval and probation period
(a) those who pass the examination, physical examination, inspection and publicity shall be employed by the municipal competent department of civil servants. Among them, candidates who have previously applied for other institutions in the province and participated in this examination because they were not notified of being hired, were hired as civil servants by other institutions before going through the examination and approval procedures (subject to the time notified by the recruitment agency), and I should take the initiative to stop taking this examination, and the applicants will not be hired.
The employed personnel shall report to the employing unit within the specified time. Those who refuse to report for duty will be disqualified from re-applying for civil service qualification within three years.
(2) The probationary period for newly recruited civil servants is one year. After the probation period expires, those who pass the examination by the recruitment agency will be formally hired; If there are serious violations of discipline and discipline during the probation period or the probation period expires, the employment will be cancelled. Newly recruited civil servants should receive initial training during the probation period. Without grassroots work experience, the employer will arrange to work at the grassroots level for two years.
Eight. Discipline and supervision
In this exam, applicants must carry out every link in strict accordance with the regulations.
