In Anyang County, where the economy is still not rich, there is such a set of data: since 2000, the county party committee and the county government have raised 240 million yuan through various channels, increased investment in the development of high-quality high schools, and built 36 new high school teaching buildings, office buildings, dormitory buildings, restaurants and comprehensive experimental buildings. In 2000, the enrollment rate of high school education in the county was only over 20%, reaching 53% in 2005 and expected to exceed 60% this year.

"The way to belittle education is' myopia'"

After the education funds and teachers' salaries were borne by the government, some counties refused to hire normal graduates for several years in order to alleviate the financial pressure. However, Wang Shemin warned the personnel, education, planning, finance and other departments more than once: "It is short-sighted to ignore and despise education and not replenish fresh blood for teachers in time. It is very dangerous to continue like this! Once there is a fault in the teaching staff, no amount of money can be bought back! "

Under the active advocacy of Wang Shemin, strengthening the construction of teachers and activating the competition mechanism has become a highlight of the reform of education and personnel system in Laiyang County in recent years. In the past three years, there are 35 junior high school vice principals and 32 senior high school middle-level cadres competing for posts in the county.

In order to solve the aging problem of rural teachers, in 2003, the Anyang County Party Committee and the county government made a great determination to implement "supernumerary retirement" for teachers who are less than three years away from the statutory retirement age and are physically unfit to continue working. Wages are paid as usual, and vacant positions are openly recruited for the society. That year, 382 primary and secondary school teachers were recruited. In the past three years, the county has openly recruited more than 1000 teachers for universities and society, with an average annual increase of 400. This alone, the county finance will spend more than 4 million yuan every year.

On behalf of the county party committee and government, Wang Shemin solemnly promised in the 2005 Teacher's Day commendation meeting that the salary of teachers in the county will be further raised next year to catch up with the salary level of Anyang in 2007. According to estimates, to achieve this goal, Anyang county finance will spend more than 40 million yuan every year.
