The "two new" organizations that have not yet established party organizations are not within the scope of party building instructors; The number of people in party member has reached more than three, and the "two new" organizations that can establish party branches do not need to be equipped with party building instructors; Department-level party organizations with a population of less than 100 in party member do not need to be equipped with full-time organizers, but can be served by party secretary or other party cadres.

Party building instructors refer to full-time or part-time personnel selected or recruited by party organizations to guide party building work in grassroots party organizations or "two new" organizations (referring to new economic organizations and new social organizations).
