How to transfer local social security to foreign countries

Yes, the social insurance agency in the original place of participation will issue a voucher for participation and payment of contributions, and its basic pension insurance relationship shall be transferred to the new place of participation. If the insured person reaches the conditions for receiving basic pension insurance benefits, his years of participation and contribution in each place shall be combined and the amount of personal account reserve (including principal and interest) shall be cumulative; before reaching the age for receiving the benefits, he shall not terminate the basic pension insurance relationship and go through the procedure of withdrawing from the insurance. If a farmer interrupts his employment or returns to his hometown and does not continue to make contributions, the social security agency of the original place of participation shall retain his basic pension insurance relationship, keep all his participation and contribution records and personal account, and the amount of interest stored in the personal account shall continue to be accrued in accordance with the regulations.1 If a rural migrant worker returns to a town for employment and continues to participate in the insurance and make contributions, regardless of whether he returns to his original place of participation for employment or goes to other towns for employment, he shall accumulate and compute the number of years of contributions in accordance with the foregoing regulations. If they meet the conditions for receiving the benefits, they shall enjoy the same basic pension insurance benefits as urban workers; 2. If the rural migrant workers do not return to the towns for employment, the records of their participation and contributions in the towns as well as their individual accounts shall be valid, and according to the actual situation of the rural migrant workers, they shall enjoy the basic pension insurance benefits of the urban workers when they meet the conditions for receiving the benefits or they shall be transferred to the new type of rural social pension insurance.

Article 8 of the Provisional Regulations on the Collection and Payment of Social Insurance Premiums (the "Provisional Regulations") states that any contributing unit that has taken part in social insurance before the implementation of the Regulations shall, within six months from the date of the implementation of the Regulations, go to the local social insurance agency to make up for the registration of its social insurance, and shall be issued with a certificate of registration of its social insurance by the social insurance agency. Contributing units that have not participated in social insurance before the implementation of these Regulations shall, within 30 days from the date of implementation of these Regulations, and contributing units established after the implementation of these Regulations shall, within 30 days from the date of their establishment, apply for social insurance registration at the local social insurance agency with relevant documents such as business licenses or registration certificates. After examination and approval, the social insurance agency shall issue a social insurance registration certificate. Social insurance registration documents may not be forged or altered. The style of the social insurance registration document is formulated by the administrative department of labor security under the State Council. Article 9 of the Provisional Regulations on the Collection and Payment of Social Insurance Premiums, if there is a change in the social insurance registration of a contributing unit or if a contributing unit is terminated in accordance with the law, it shall, within 30 days from the date of the change or termination, go to the social insurance agency for the procedure of changing or canceling the social insurance registration.
