What is the meaning of social security deemed contribution?
Generally, we refer to the number of years of contributions for pension insurance. In the Social Insurance Law, it is stipulated that pension insurance premiums are to be borne by the state for the years of deemed contributions made by employees of state-owned enterprises and institutions prior to the implementation of the pension insurance system.
When the social security department recognizes the deemed contribution years, it mainly refers to: 1. the continuous working years of the former state-owned enterprises' fixed-worker status workers before the implementation of the pension insurance system; 2. the continuous working years of the institutions' workers before the implementation of the pension insurance system; 3. the military years of the soldiers who need to be relocated to the workplace before the implementation of the insurance system; and 4. in addition, there is also the time of going up to the countryside for agricultural work.
In addition, China's pension insurance system was established earlier, while other insurance systems were established later. For example, the basic medical insurance for employees was established only after 1998, and the years of contribution to the employee pension insurance and the deemed years of contribution before that can be regarded as the years of contribution to the basic medical insurance for employees.
Can the period of receiving unemployment insurance benefits be regarded as the contribution period of pension insurance? The answer is no. According to the current system, if we receive unemployment insurance benefits, the state will be paid on behalf of the employee basic medical insurance. This is actually the actual contribution.
In addition, in 2019, when the state for the revision of the Unemployment Insurance Regulations to solicit opinions, there was also a tendency to receive unemployment benefits for employees, on behalf of the employees' basic pension insurance, but so far there is no movement. Even if this policy is adopted, it is not a deemed contribution, but an actual contribution. Because of the special circumstances of the past three years, our unemployment insurance fund has been heavily utilized to promote employment, and it is highly unlikely that this policy will be changed.
One possibility is the laid-off unemployed workers in the late 1990s, and in order to accommodate them, laid-off worker re-employment service centers have been set up in various places. The centers will depend on them for the longest period of three years, during which time they will contribute to pension insurance and pay living expenses. Upon the expiration of the attachment period, they will, in accordance with the regulations, become unemployed and can receive unemployment benefits for up to two years. The center will not pay for their pension insurance during the period of receiving unemployment benefits.
