Enterprises, institutions, social organizations, individual economic organizations with employees and other employers (hereinafter referred to as employers) registered or registered in the Mainland (Mainland) shall participate in basic old-age insurance for employees, basic medical insurance for employees, industrial injury insurance, unemployment insurance and maternity insurance according to law. Hong Kong, Macao and Taiwan residents who are engaged in individual industrial and commercial operations in the Mainland (Mainland) according to law can participate in the basic old-age insurance and basic medical insurance for employees in accordance with the relevant provisions of the place of registration; Hong Kong, Macao and Taiwan residents who are employed flexibly in the Mainland and apply for residence permits of Hong Kong, Macao and Taiwan residents can participate in basic old-age insurance and basic medical insurance for employees in accordance with the relevant provisions of their places of residence. Unemployed Hong Kong, Macao and Taiwan residents who live in the mainland and apply for residence permits for Hong Kong, Macao and Taiwan residents can participate in the basic old-age insurance for urban and rural residents and the basic medical insurance for urban and rural residents in accordance with regulations. Hong Kong, Macao and Taiwan college students studying in the Mainland (Mainland) shall implement the same medical security policy as mainland college students, and participate in the basic medical insurance for urban and rural residents where institutions of higher learning are located according to regulations.
