2. The scope and targets of civil servants recruited by municipal government departments and units for college students "village officials" are: those who have participated in the Jiangshan college students "village officials" project for 2 years and passed the annual assessment over the years, and are still in service positions; Participated in the "village official" project for college students for more than 2 periods, passed the examination over the years, and left the service post for less than 3 years. 3. The positions of township (street) organs for outstanding village cadres are divided into "position 1" and "position 2". "Post 1" is aimed at college students "village officials", and its scope and targets are: those who have participated in the "village official" project for college students in Jiangshan City for two years and passed the annual assessment over the years, and are still serving in their posts; Participated in the "village official" project for college students for more than 2 periods, passed the examination over the years, and left the service post for less than 3 years. "Position 2" is aimed at village cadres who are not college students "village officials". Its scope and objects are: those who have worked in the Party organizations and village committees (hereinafter referred to as "two committees") for more than two years or have worked in the village "two committees" for more than three years (in line with the scope and objects of "position 1") can not apply for "position 2". Time spent as a village cadre in a full-time school cannot be counted as on-the-job time. See the annex for specific qualifications.

4. The scope and targets of full-time people's armed cadres recruited by township (street) organs are: full-time retired soldiers from ordinary colleges and universities and graduates of People's Armed Forces College who are studying in Quzhou and have permanent residence in Zhejiang Province.

Retired soldiers of full-time college graduates refer to: those who joined the army after graduating from full-time colleges and universities and have now retired; Persons who have been admitted to full-time colleges and universities or who have continued their studies and obtained college education or above after retirement during their service in the army. 5. Civil servants, government functionaries, staff of units managed according to the Civil Service Law, active servicemen, graduates who did not study in full-time colleges and universities on 20 17 cannot apply for the exam, and graduates and graduate students who did not study in full-time colleges and universities on 20 17 cannot apply for the exam with their original academic qualifications and degree certificates.

Persons who have received criminal punishment for crimes and those who have been dismissed from public office, those who have been found to have serious violations of employment discipline such as fraud in the recruitment of civil servants at all levels, those who have been dismissed from civil servants and staff of organs (units) managed according to the Civil Service Law for less than five years, and those who are not allowed to be employed as civil servants according to laws and regulations are not allowed to apply for the examination.

Notice of the State Bureau of Civil Servants on Doing a Good Job in the Investigation of Civil Servants' Recruitment (Guo Fa [2013] No.2) stipulates that it is not suitable to apply for civil servants at all levels. If a village cadre has been punished during his tenure as a member of the "two committees" or above, or is responsible for major accidents in the village during his tenure, he cannot apply for the position of recruiting outstanding village cadres.

Applicants are not allowed to apply for the positions avoided by civil servants in recruitment agencies listed in Article 68 of the Civil Service Law.

(2) Recruitment conditions

In addition to meeting the basic conditions stipulated in the Civil Service Law and the qualifications required for applying for positions, applicants should also meet the following conditions for the above-mentioned recruitment scope and objects:

(2) Prequalification

Candidates who apply for special recruitment positions for the disabled can choose the examination place when registering.

If the proportion of the above positions is insufficient, it shall be determined according to the actual number of people.

VII. On-site Qualification Examination

Before the interview or skill evaluation, the qualification review shall be organized by the competent departments of civil servants at all levels and implemented by the recruitment agencies. Those who pass the qualification review will participate in skill evaluation or interview.

Two days before the start of the qualification review, if the relevant personnel confirm that they will not participate in the qualification review, the recruitment agency will make up for the qualified personnel in the written test of the position in the order from high score to low score. Those who fail to participate in the qualification review at the specified time and place or fail to pass the qualification review cannot participate in the interview (skill evaluation) and the relevant positions will not be filled. Eight, skill evaluation

Military skill appraisal shall be organized and implemented by the Organization Department of the Provincial Party Committee in conjunction with the provincial military region. Military skill evaluation items and scoring standards shall be implemented with reference to "Performance Standards for Military Skill Evaluation Items of Full-time People's Armed Cadres Employed by Township (Street) Organs in Zhejiang Province (Provisional)". If the total score of the three items does not reach 180, the interview qualification will be cancelled.

Nine, the interview

The interview was organized and implemented by the competent department of civil servants in Quzhou City. If the finalist gives up the interview qualification, the relevant post will not be filled. Interview score 100, qualified score 60. Those who fail the interview cannot be included in the medical examination and investigation.

X. physical examination

After the interview, the total written test score and interview score are combined to calculate the total score. If the total score is equal, the one with the highest written test score will be the first; If the total written test scores are the same, the one with high written test scores in the administrative professional ability test will be the first. The formula for calculating the total score is:

According to the planned number of recruitment positions, the physical examination objects are determined according to the ratio of 1: 2 from high score to low score, and those who are short-listed for recruitment positions are determined according to the actual number of short-listed positions.

The physical examination shall be conducted by the competent departments of civil servants at all levels in conjunction with the recruitment agencies. The physical examination shall be carried out in accordance with the Notice of Ministry of Human Resources and Social Security, the former Ministry of Health and the National Civil Service Bureau on Further Improving the Physical Examination of Civil Servants (Ministry of Human Resources and Social Security Fa [2012] No.65).

The physical examination shall be carried out in accordance with the Notice of Ministry of Human Resources and Social Security, the State Health Planning Commission and the State Civil Service Bureau on Amending the General Standard for Physical Examination of Civil Servants (Trial) and the Operating Manual for Physical Examination of Civil Servants (Trial) (Ministry of Human Resources and Social Security Fa [2065]140).

Applicants who fail to attend the medical examination at the prescribed time and place shall be deemed to have given up the medical examination.

Before the implementation of the medical examination, the state and the province have new regulations, which shall be implemented according to the new regulations.

XI。 survey

After the physical examination, the subjects will be determined according to the ratio of 1: 1 among qualified personnel.

The inspection was carried out in accordance with the Notice of the State Civil Service Bureau on Doing a Good Job in the Inspection of Civil Servants' Employment (Guo Fa [2013] No.2).

The investigation of outstanding village cadres who apply for civil servants in township (street) organs shall be carried out according toNo. [2065 438+03]2 issued by the State Administration of Public Security. When necessary, democratic evaluation, inspection notification and economic responsibility audit may be tried out.

The inspection period is generally 60 days, counting from the date of publication of the list of inspection objects. The conclusion of the inspection is whether it meets the conditions for employment as a civil servant, which should be made during the inspection. During the period from the publication of the list of investigation objects to the handling of employment registration procedures, if the relevant personnel give up their qualifications, they will be recorded in the integrity file.

Before the implementation of the inspection, if there are new regulations in the country and province, the new regulations shall prevail.

The results of the investigation are only used as the basis for whether to hire this time.

Twelve. Publicity and employment

After the physical examination and inspection, the recruitment agency will put forward the list of candidates according to the examination results, physical examination results and inspection, and publicize it in the civil service examination and employment system for 7 days. The positions of college students "village officials" and outstanding village cadres registered by the municipal, township (street) authorities shall be publicized by the competent department of civil servants in the township (street) and village (community) where the candidates are located for 7 days. After the expiration of the publicity period, if there are no problems or problems that do not affect the employment, the employment procedures shall be handled according to the approval authority of the employment, and the Notice of Employment of Civil Servants shall be issued. Those who reflect the problems affecting employment and find evidence will not be hired; If it is difficult to verify the problems reflected at the moment, the employment will be suspended until it is found out.

If you can't provide the relevant supporting documents and other materials required by the recruitment agency before September 30, 20 17, you will not be hired.

Applicants who have concluded that they are not suitable to be employed as civil servants, who have given up their qualifications during the inspection period, or who have been employed as civil servants by other organs and units and have reported for duty, can be replenished from high score to low score among qualified personnel in the corresponding positions.

After receiving the employment notice, the employed person fails to report for duty within the time limit without justifiable reasons, and his employment qualification will be cancelled. If the relevant supporting documents and other materials required for the application cannot be provided within the specified time, the application qualification will be cancelled. In case of the above-mentioned cancellation of employment qualification, it will not be replenished.

The list of persons confirmed to participate in skill evaluation, interview, physical examination, inspection and replacement is published in the civil service examination and employment system.

The following year, when the announcement of the recruitment of civil servants in the whole province was released, if it was not publicized, it would not be implemented.

Thirteen. Matters needing attention

(1) Questions about the application policy and technology can be inquired in the civil service examination and employment system.

(2) The examinations for assistant judges and procurators shall be conducted in accordance with the Implementation Opinions on Recruiting Assistant Judges of People's Courts and Assistant Prosecutors of People's Procuratorates issued by the Organization Department of Zhejiang Provincial Party Committee, Zhejiang Higher People's Court and Zhejiang People's Procuratorate (Zhejiang Group [2016] No.33).

(9) If it is confirmed that the number of payers is less than 3 times of the recruitment plan, the recruitment plan shall be reduced or cancelled as appropriate, and such plans shall be announced in the civil service examination and employment system. If the recruitment position is cancelled, candidates can change to other positions within 24 hours after receiving the notice. Failing to apply for registration of change within the time limit shall be deemed as giving up the registration of change and returning the examination fee.
