According to the Administrative Measures for the Use of Provincial Special Funds for Promoting Employment in Guangdong Province (hereinafter referred to as the Measures), employers or people with employment difficulties can enjoy social insurance subsidies. Enjoy the object: qualified people with employment difficulties and college graduates with employment difficulties refer to the registered permanent residents in this province who have the ability and willingness to work and are unemployed within the legal working age. They have one of the following situations: 1. They have urban household registration, women are over 40 years old and men are over 50 years old; 2. Being assessed as disabled by a disability assessment agency; 3. Enjoy the minimum living allowance; 4. Belonging to zero-employment family members in cities and towns; 5. Belonging to poor family members with zero transfer employment in rural areas; 6 farmers who have lost all their land due to land expropriation; 7, continuous unemployment for more than one year; 8. Other circumstances stipulated by the provincial or prefecture-level people's government. Enjoy treatment: subsidize according to the social security actually paid by the enterprise. According to the "Measures", if an employer recruits people with employment difficulties, signs a labor contract with them for more than 1 year and pays social insurance premiums according to regulations, it will be subsidized according to the basic old-age insurance premium, basic medical insurance premium, unemployment insurance premium, work-related injury insurance premium and maternity insurance premium actually paid by the people with employment difficulties. The subsidy period can be extended to retirement except for those who are less than 5 years away from the statutory retirement age (subject to the age of enjoying social insurance subsidies for the first time, the same below), and the rest are not more than 3 years. Within five years after graduation, if college graduates start their own businesses, their recent college graduates can equally enjoy the social insurance subsidy policy for employers to recruit people with employment difficulties. If the newly recruited college graduates of small and micro enterprises sign labor contracts with a term of 1 year or more and pay social insurance premiums according to regulations, they will be given social insurance subsidies with a term of 1 year according to the actual number of newly recruited college graduates. Persons with employment difficulties and unemployed college graduates who have left school are confirmed as flexible employees in the Municipal Human Resources Service Center.
