How to transfer the social security paid in Shanghai back to your hometown
If you are an employee of an enterprise, the new work unit can handle the transfer application for you; if you participate in the enterprise employees' pension insurance in your personal capacity, you can submit the transfer application to the new place of participation.
The online application method is as follows:
Participants can apply for the transfer of pension insurance relationship by logging into the national social insurance public **** service platform directly; they can also log into the "Palm 12333" APP, as well as the public number or applet related to the e-social security card to make the transfer application.
1)After the insured person establishes the basic pension insurance relationship and pays contributions according to the regulations in the new place of employment, the employer or the insured person submits a written application for the transfer of the basic pension insurance relationship to the social security agency in the new place of employment.
(2) Within 15 working days, the social security agency of the new place of participation shall examine the application for transfer and continuity, and if it meets the conditions stipulated in these Measures, it shall issue a letter of acceptance to the social security agency of the place where the insured person's original basic old-age insurance relationship is located and provide the relevant information; and if it does not meet the conditions for transfer and continuity, it shall give a written explanation to the applying unit or the insured person.
(3) Within 15 working days of receiving the letter of acceptance, the social security agency in the place where the original basic pension insurance relationship is located will complete the procedures for the transfer and continuity.
(4) Upon receipt of the basic pension insurance relationship and funds transferred by the social security agency in the place where the participant's original basic pension insurance relationship is located, the agency in the new place of participation shall complete the relevant formalities within 15 working days, and notify the employer or the participant of the confirmation in a timely manner.
(5) The number of years of pension insurance contributions is cumulative, allowing for gaps in between, which can be made up or not.

I. The participants in the transfer of the basic pension insurance relationship across the provinces, on the "Ministry of Human Resources and Social Security on the basic pension insurance for urban enterprise workers When transferring basic pension insurance relationships across provinces, for the one-time payment of pension insurance premiums for more than 3 years (including 3 years) that occurred before the implementation of the "Notice on Several Issues on Transferring and Continuing Relationships of Urban Enterprises and Employees" (Ministry of Human Resources and Social Security Regulation 〔2016〕 No. 5, or Ministerial Regulation No. 5 for short), the social insurance agency in the place of transferring out (or transferring place for short) shall provide the social insurance agency in the place of transferring in (or transferring place for short) with a written statement of commitment (the format is attached).
Two, when the insured person transfers the basic pension insurance relationship across the provinces, for the one-time payment of pension insurance premiums that occurred more than 3 years (including 3 years) after the implementation of the Ministry's Regulation No. 5, the place of transfer shall provide the place of transfer with the relevant legal documents in accordance with the relevant provisions of the Ministry's Regulation No. 5. The relevant legal documents shall be issued by the People's Court, the audit department, the administrative department for labor inspection or the Labor and Manpower Dispute Arbitration Commission, etc., in the course of performing their respective statutory duties, and shall not be issued by way of post-facto reissuance. The place of transfer and the place of transfer shall, according to their respective responsibilities, audit the standardization and completeness of the relevant materials and verify the contributions and transfer information of the insured.
