What should a foreigner do if he/she leaves the social security in Shanghai?

According to the Social Insurance Law

Article 52 If an employee is employed across the integrated areas, his unemployment insurance relationship shall be transferred with him, and the years of contribution shall be cumulative.

According to the Regulations on Unemployment Insurance

Article 14, unemployed persons who meet the following conditions may receive unemployment insurance benefits:

(1) they have participated in unemployment insurance in accordance with the regulations, and their employer and themselves have fulfilled the obligation to pay contributions in accordance with the regulations for one year;

(2) they have interrupted their employment not of their own volition;

When an urban enterprise or institution employee becomes unemployed, he or she shall, with a certificate of termination or dissolution of the labor relationship issued by his or her own institution, promptly go to the designated social insurance agency to register as unemployed. Unemployment insurance benefits are calculated from the date of unemployment registration.

Unemployment insurance benefits are paid monthly by the social insurance agency. The social insurance agency issues a document for the unemployed person to receive the unemployment insurance benefit, and the unemployed person goes to the designated bank to receive the unemployment insurance benefit on the basis of the document.
