The Implementation Plan of the District Education Commission on Auditing the Proof Materials of Compulsory Education for School-age Children with Non-local Household Registration in Fangshan District

According to the spirit of the relevant documents of the municipal party committee and municipal government, in order to further improve the enrollment of non-local registered school-age children and adolescents in compulsory education, a joint audit mechanism for non-local registered school-age children and adolescents to receive compulsory education certification materials is established, and this plan is formulated in light of the actual situation.

I. Organizational structure

Fangshan District has set up a leading group (hereinafter referred to as the leading group), with Cao Lei, deputy head of the district, Gu Ren, director of the District Education Commission, and leaders of the District Human Resources and Social Security Bureau, Fangshan Industrial and Commercial Branch, Fangshan Public Security Bureau, District Housing Construction Committee, District Comprehensive Management Office, District Flow Management Office and various towns (streets) as members. There is an office under the leading group, which is located in the District Education Commission.

Second, the audit materials

According to Beijing Municipal Education Commission's 20 15 Opinions on Admission to Compulsory Education (J.J.J. No.2 [2015] No.3), the proof materials for non-local registered school-age children to receive compulsory education include the employment certificate of legal guardians of non-local registered school-age children working in Beijing, the proof of their actual residence in Beijing, the household registration book, the temporary residence permit in Beijing, and the township (street) where their household registration is located.

Iii. Audit procedures

The villages and towns (streets) set up the "Five Certificates" audit office, and the district human resources and social security bureau, Fangshan Industrial and Commercial Branch, Fangshan Public Security Bureau, District Housing Construction Committee, District Comprehensive Management Office, District Flow Management Office and other departments jointly conducted the "Five Certificates" joint audit from May 1 day to May 3 1 day, 2065438.

(a) the township (street) of residence accepts the application for examination and approval.

During the period of 20 15, 1 to 3 1, the applicant will bring "five certificates" to the township (street) where he lives to apply for auditing.

(2) Joint audit by relevant departments.

Villages and towns (streets) where they live should co-ordinate the review of the "five certificates". The responsibilities of relevant departments are as follows:

1. The employment certificate of the legal guardian working in Beijing shall be reviewed by the human resources and social security department and the industrial and commercial department respectively. Among them, the labor contract is audited by the human resources and social security department, and the legal representative and individual industrial and commercial households are audited by the industrial and commercial department.

2. The residence certificate of the actual residence in Beijing shall be reviewed by the departments of housing construction, integrated management or flow management.

The real estate license and purchase contract shall be audited by the housing construction department, and the rental materials shall be audited by the comprehensive management or flow management department.

3. Beijing temporary residence permit shall be audited by the public security department.

4. The household registration book of the whole family shall be audited by the public security department, and whether the over-age children and adolescents are enrolled in the original place of residence shall be audited by the education administrative department.

5. The certificate issued by the township (street) where the household registration is located that the local area does not have guardianship conditions shall be audited by the township (street) where the household registration is located.

(three) the township (street) of the residence feedback audit results.

The township (street) where the applicant lives will inform the applicant of the audit results within the specified time, issue a certificate of studying in Beijing for eligible school-age children and adolescents, and confirm it on the school-age population information collection system or junior high school entrance service system.

Fourth, auditing standards.

(A) in Beijing employment permit audit standards

The employment certificate for working in Beijing must meet one of the following conditions:

1. If the applicant or his/her spouse is employed by the employer, provide the original and 1 copy of the legal labor contract, and proof that I have paid social security fees in this area for three consecutive months from 2015/kloc-0 to 20 15 3 1.

2. If the applicant or his spouse is an individual industrial and commercial household, the original and photocopy of the business license shall be provided.

3. If the applicant or his spouse is the legal representative, the original and photocopy of the legal person code certificate or business license shall be provided. If the applicant is a shareholder or partner, the original and photocopy of the filing documents of the relevant industrial and commercial authorities shall be provided.

(two) the actual residence certificate in Beijing audit standards

Proof of actual residence in Beijing must meet one of the following conditions:

1. If the applicant or his/her spouse owns a house, the original and photocopy of the house title certificate or house purchase contract registered by the housing construction department shall be provided.

2. If the applicant or his spouse rents a house, provide the original standardized and effective house lease contract, the original owner's real estate license and the original owner's ID card 1 copy. The domicile should be suitable for living, which can guarantee the safety of school-age children and adolescents, and provide safety responsibility letters when necessary.

If you rent public houses, you should provide the housing certificate issued by the housing management department of the unit. The proof of renting office space and basement is invalid.

If you rent a rural house without a real estate license, you should provide one of the housing property certificate, the building approval certificate and the housing situation certificate issued by the village Committee.

According to the relevant provisions of public rental housing, the sublease lease certificate issued by the military housing property owner is invalid.

(three) the family household registration book audit standards

1. The age of children and adolescents meets the admission requirements of the current year, and the age in the household registration book should be the same as that in the birth certificate.

2 children over age, should provide proof issued by the township (street) where the household registration is located or the education administrative department of the people's government at the county level, and explain the reasons why you can't go to school on time. Provide the Non-local Household Registration Form for Over-age Children, and provide relevant supporting materials such as hospital medical records or kindergarten certificates.

3. If you are not an only child, you should provide a birth certificate issued by the family planning department at the place where your household registration is located or a certificate of paying social support fees.

(4) Beijing temporary residence permit audit standards

1. Applicants and their spouses must hold a temporary residence permit issued by the local police station and the temporary residence permit is valid.

2. The address on the temporary residence permit is consistent with the address on the residence permit of the actual residence in Beijing.

3. Temporary residence permit information should be typed and altered.

(five) the township (street) where the household registration is located, and the auditing standards for local proof of guardianship conditions.

If both the applicant and his spouse hold a valid temporary residence permit in this city, they can be regarded as having this certificate.
