Main responsibilities of Fengxian County Human Resources and Social Security Bureau

According to document No.9 of Fengzhengban (2011), the main responsibilities of Fengxian Human Resources and Social Security Bureau are:

(a) to implement the national, provincial and municipal human resources and social security development plans, policies and regulations, formulate the county-wide human resources and social security development plans, policies and measures, and organize their implementation, supervision and inspection.

(two) to formulate and organize the implementation of the county's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(III) Responsible for promoting employment and college students' entrepreneurship, making overall plans and policies for urban and rural employment development in the county, improving public employment service system, formulating employment assistance system, implementing vocational qualification system, establishing vocational training system for urban and rural workers, and taking the lead in formulating employment and entrepreneurship policies for college graduates in the county.

(four) in conjunction with the relevant departments to formulate the county's resettlement policies and resettlement plans for demobilized military cadres and organize their implementation, and organize the implementation of education and training for demobilized military cadres; Implement the policy of solving the difficulties of enterprises and stabilizing the transfer of military cadres; Responsible for the management and service of demobilized military cadres who choose their own jobs.

(5) To be responsible for the comprehensive management of civil servants in administrative organs of the county, staff in institutions managed by civil servants and civil servants with appointment system, improve the civil servant assessment system of the county, and be responsible for the annual assessment and management of non-leading members of administrative organs and units managed by civil servants law. (seven) in conjunction with the relevant departments to guide the personnel system reform of county-level institutions; To formulate personnel management policies for staff and workers of public institutions and organs, and participate in talent management; Formulate policies for the management and continuing education of professional and technical personnel, and take the lead in deepening the reform of the title system; Improve the postdoctoral management system and be responsible for the selection and training of high-level professional and technical personnel; Formulate policies to attract experts and overseas students to work or settle in this county.

(eight) to co-ordinate the establishment of a social security system covering the urban and rural areas of the county. To formulate and organize the implementation of policies and standards related to urban and rural social insurance and supplementary insurance, and implement the unified national measures for the continuation of social insurance relations and the overall planning of basic pensions; In conjunction with relevant departments, formulate measures for the management and supervision of the county's social insurance and supplementary insurance funds, and prepare the draft budget and final accounts of the county's social insurance funds.

(nine) responsible for the county's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in this county, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard and protect the legitimate rights and interests of migrant workers.

(eleven) the overall implementation of labor and personnel dispute mediation and arbitration measures and labor relations policies, improve the coordination mechanism of labor relations; Implement the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(twelve) comprehensive management of the introduction of foreign intelligence work in this county, formulate plans and policies for the introduction of foreign intelligence work, and be responsible for the international exchanges and cooperation of this bureau.

(thirteen) to undertake other tasks assigned by the county government.
