According to the Social Insurance Law: If an employer fails to pay social insurance premiums in full and on time, the social insurance premium collection agency shall order the employer to pay the premiums by a certain date or make up the full amount of the premiums, and add a late payment fee of 0.5 per thousand per day from the date of the unpaid premiums; if the employer fails to pay the premiums after the due date, the employer shall be liable to pay a fine of not less than 1 but not exceeding 3 times of the amount of the unpaid premiums from the relevant administrative department.

Generally there is a social security omission, mainly because of concealment, omission of the number of employees, did not pay social security for the contracted employees in time or social security payment base does not match the actual salary of the employees and so on.
