Whether the insured person needs to be hospitalized due to illness shall be carried out by doctors in designated hospitals in accordance with the Criteria for Disease Diagnosis and Efficacy Evaluation of Inpatients in Dalian Hospitals formulated by the administrative department of health, and shall not be limited by the interval of re-hospitalization.

It is against the medical insurance policy of designated hospitals to let patients "stay in hospital for 15 days and be discharged only if their condition does not meet the discharge standards" or "be discharged only after 15 days". If the insured patients encounter this situation, they can report to the medical insurance department of the designated hospital, which is the supervision and management department responsible for implementing the medical insurance policy within the hospital.

When necessary, insured patients can also complain to the Medical Supervision Office of the Municipal Medical Insurance Management Center (Tel: 83709 155). For the violations of designated hospitals, the municipal medical insurance management center will deal with them severely according to the relevant provisions of the medical insurance service agreement of designated medical institutions.
