According to local media reports, Jinan City, Shandong Province changed "non-local household registration families have to pay personal income tax or social insurance in our city in the past two years 1 year, and buyers with college education or above have to pay social insurance for three months before they can buy a house" to "non-local household registration families must meet the conditions of paying personal income tax or social insurance for six months in this city; Property buyers with college education or above need to pay social security for 3 months, which will be implemented on August 29th.

Prior to this, on August 17, Jinan launched a new registration model of second-hand housing "transfer with mortgage" for the first time in China, aiming at stimulating the vitality of the second-hand housing market. In May, Jinan cancelled the purchase restriction of Changqing and Zhangqiu successively, relaxed the conditions of sales restriction and increased the amount of provident fund loans.

Guo Xiaofeng, research director of Qingdao Branch of Central Reference Institute, said that both the supply and demand sides in Jinan market are weak, and prices are under pressure. On the eve of the traditional "Golden September and Silver 10" in the property market, Jinan intensively released favorable policy signals for new and second-hand houses, which helped to improve market expectations and enhance Jinan's activity.

According to the data of the Central Reference Institute, from June to July this year, the supply of commercial housing in Jinan decreased by 36% year-on-year, and the transaction scale decreased by 39% year-on-year. The price of new residential buildings in Jinan has dropped for four consecutive months since 2022, and dropped by 0.07% in July.
