The allowances and subsidies for civil servants are basically formulated or implemented by localities or units, which are not necessarily uniform, and the differences will be great because of the differences between localities and units. There are basically the following types:
1, merging subsidy projects.
(1) Living allowance. According to the local cost of living index and price level, the living allowance related to the living needs of government workers includes the existing surplus reserve allowance, living allowance, appropriate allowance, surplus improvement allowance, price allowance, canteen allowance, water and electricity allowance, sanitary flushing fee, cooling fee, heating fee and holiday allowance.

2. The reform subsidy shall be temporarily retained and shall be stipulated separately. First, strictly implement and standardize the scope of subsidies for civil servants. According to document No.3 [2008] of Jinfa, the scope of regulating civil servants' allowances and subsidies is Party organs, people's congress organs, government organs, CPPCC organs, judicial organs, procuratorial organs, democratic party organs and approved units (participating units) managed with reference to the Civil Service Law of People's Republic of China (PRC). All units that are not within the scope are not allowed to issue civil service subsidies.
Two, strict implementation of civil service allowance project standards. Fourth, strictly manage overtime subsidies. It is strictly forbidden to issue overtime subsidies indiscriminately. In addition to official working days, the overtime allowance of the people's police is paid according to the provisions of document 19991February 15 1000. Working overtime of people's courts and people's procuratorates shall be implemented in accordance with document F [2009] 184. Ministry of Human Resources and Social Security issued [20 13] 17, and the overtime allowance of other units is managed as follows.
1. Overtime beyond legal working days means working five working days a week and working overtime on normal rest days or legal holidays. If the daily working hours are more than 2 hours and less than 4 hours, it shall be calculated as overtime for half a day; If the working time exceeds 4 hours per day, it shall be calculated as overtime 1 day. If you work less than 5 working days a week and work overtime on normal rest days or legal holidays, you will not be subsidized; Business trip, full-time study and training, attending meetings, and taking turns on duty every day to occupy normal rest days and legal holidays are not regarded as overtime work outside legal working days.
2. The standard of overtime allowance beyond statutory working days is normal rest days 1 day in 80 yuan and statutory holidays 1 day in RMB.
3. Overtime allowance beyond the statutory working days shall be calculated according to the actual overtime days and paid monthly, generally no more than 4 days per month, and the overtime personnel shall not exceed 30% of the personnel of the unit. If it is necessary to extend overtime hours or increase overtime personnel under special circumstances, it must be submitted for approval according to regulations.
4. Overtime allowance must be based on attendance and paid in strict accordance with the results of attendance, and it is not allowed to expand the scope and raise the standard at will. Attendance and subsidies should be publicized in the unit and filed for future reference.
Five, strict management of temporary institutions and center work subsidies. Where the temporary organization established with the approval of the municipal party committee and the municipal government and the central work organized in the name of the municipal party committee and the municipal government need to take people out of town (including streets) or engage in outdoor work, resulting in missed meals or transportation expenses, subsidies can be given. Everyone who misses meals will be subsidized to 20 yuan every day, and the transportation fee will be subsidized to 80 yuan every month. Those who reimburse meals and send buses will not receive subsidies. Subsidies must be paid according to attendance and submitted for approval according to regulations. It is not allowed to expand the scope and raise the standard, and it is not allowed for the same object to receive subsidies many times (many places) at the same time.
Sixth, strict management of paid annual leave. Civil servants enjoy the right of paid annual leave stipulated by the State Council, and all units should arrange annual leave for employees as far as possible. If the unit really cannot arrange annual leave for its employees due to work needs, it may not arrange annual leave for employees with the consent of the employees themselves. For the number of days of annual leave that employees should take, the unit can pay annual leave salary according to 300% of employees' daily wage income (including subsidies) (300% has included employees' daily wage income during normal work). Annual leave salary must be paid according to attendance and publicized in the unit. There are circumstances stipulated in Article 4 of the Regulations on Paid Annual Leave for Employees (employees enjoy winter and summer vacations according to law, and the number of vacation days is more than the number of annual vacation days; Employees leave for more than 20 days, and the unit fails to deduct wages according to regulations; Employees who have worked for more than 1 year but less than 10 year have taken sick leave for more than 2 months; Employees who have worked 10 for more than 20 years have taken sick leave for more than 3 months; Employees who have worked for more than 20 years and have taken sick leave for more than 4 months will not be paid annual leave salary; It is strictly forbidden to pay annual leave wages on average according to the number of employees.
Seven, strict township (street) personnel on duty and traffic management. Towns (streets) can formulate reasonable measures for the management of traffic expenses on duty according to their distance from urban areas and different posts, with an average monthly rate of 80- 150 yuan, which will be implemented after approval. It is strictly forbidden to issue subsidies in the name of duties and transportation expenses.
Eight, strict management of the use of trade union funds, collective welfare funds and other special funds. Nine, strictly regulate procedures and discipline. Standardizing civil servants' allowances and subsidies is a work with strong policy and discipline, and all units must operate according to the norms. No unit or leading individual has the right to introduce subsidy policies, especially new (batch) subsidy projects. For unified management, the audit, interpretation and related matters of standardizing the subsidy policy for civil servants shall be the responsibility of Tianjin Leading Group Office for Standardizing the Allowance and Subsidy for Civil Servants (under the Finance Bureau). No unit may issue subsidies beyond the scope and standards in any excuse, in any name or in any way. Anyone who violates the regulations will be recovered, and the main leaders, leaders in charge and those directly responsible will be dealt with severely in accordance with party discipline and discipline. After the issuance of this notice, all units should carry out a careful cleaning. If it is found that it violates the provisions of document No.3 [2008] of Tianjin Ji Fa and this notice, it must be corrected immediately. According to the provisions of this notice, the scope and standards of special allowances and subsidies that need to be submitted for approval, overtime subsidies under special circumstances, departmental incentives and subsidies for advanced units and individuals in this system, temporary institutions and center work subsidies, township (street) duty and transportation subsidies, etc., shall be reported to the Municipal Allowance and Subsidy Office for examination and approval by the unit (or lead unit), and then reported to the municipal government for research and decision. The Grant Office will formulate specific approval procedures and methods as soon as possible, and strengthen supervision and inspection.
