What does housing security mean?
Classification of affordable housing
1, affordable housing
Affordable housing is a commercial housing with social security nature, which has the dual characteristics of economy and applicability. Economy means that the house price is relatively moderate relative to the market price and can adapt to the affordability of low-and middle-income families; Applicability refers to emphasizing the use effect of the house in the house design and building standards, rather than building standards.
2. Low-rent housing
Low-rent housing is owned by the government or institutions and rented to low-income families at a low rent approved by the government. Low-income families have no property right to low-rent housing, which is the non-property right of affordable housing. Low-rent housing is only rented and not sold, and it is rented to the lowest income among urban residents.
3. Public rental housing
Refers to providing low-and middle-income families with housing difficulties with rental housing at market rental prices through the government or institutions entrusted by the government. At the same time, the government issues the corresponding standard rental subsidies to the rented families on a monthly basis. Its purpose is to solve the housing difficulties of low-income families whose family income is higher than the standard of low-rent housing but unable to buy affordable housing.
4. Directional resettlement houses
Resettlement house is a house built by the government to resettle the demolished families when carrying out urban road construction and other public facilities construction projects. The object of resettlement is the relocated households of urban residents, including farmers whose houses have been demolished by land acquisition.
5. Second-limit commercial housing
That is, "limited sets, price limit" commercial housing. 6. Housing and commercial housing

It is a non-profit housing that is arranged by the party and the state with loans and local self-raised funds, and built for the majority of low-and middle-income families, especially poor households below 4 square meters. The sales price is lower than the cost and subsidized by the government.

The Measures for the Administration of Urban Low-rent Housing stipulates: "Urban low-rent housing refers to ordinary housing with relatively low rent provided by the government and units to the lowest-income families with urban permanent residence through the implementation of social security functions in the housing field.
The Administrative Measures for Affordable Housing revised in 2007 stipulates: "Affordable housing refers to the policy housing provided by the government, which limits the size and sales price of the apartment, and is built according to reasonable standards and supplied to urban low-income families with housing difficulties."
The Guiding Opinions on Accelerating the Development of Public Rental Housing promulgated on 20 10 stipulates: "The supply target of public rental housing is mainly the families with housing difficulties with lower-middle income in cities and towns. Conditional areas can include newly employed laborers and migrant workers who have stable jobs and have lived in cities for a certain number of years into the scope of supply. The scope of supply of public rental housing, the income line standard of the supply object and the housing difficulties are determined by the municipal and county people's governments. Families who have enjoyed the policy of low-rent housing in kind and affordable housing are not allowed to rent public rental housing. " The conditions stipulate that each family or single resident with housing difficulties can only apply for buying or renting a set of affordable housing, or they can choose to apply for monetary subsidies. Married residents should apply for housing security on a family basis. Non-Beijing citizens can apply for affordable housing with temporary residence permits. Lease conditions A family with housing difficulties or a single resident who applies for renting affordable housing shall meet the following conditions:
(a) family application, at least one family member has a household registration in this city; If a single resident applies, he shall have a household registration in this city;
(two) the average annual income of families or the annual income of single residents for two consecutive years before the acceptance of the application does not exceed the income line standard of rental affordable housing stipulated by this Municipality;
(three) the total amount of family property or the total amount of personal property of single residents does not exceed the property limit of renting affordable housing stipulated by this Municipality; (four) family members or single residents in this city without any form of residential construction land or their own housing;
(five) family members or single residents did not enjoy housing security in this city and other parts of the country at the time of application; (six) other conditions stipulated by the municipal government.
Conditions of purchase A family with housing difficulties or a single resident applying for the purchase of affordable housing shall meet the following conditions:
(a) family applications, all family members should have the city's household registration. If the household registration of family members is moved out of this city due to schooling or military service, it shall be deemed as having the household registration of this city during schooling or military service; If a single resident applies, he shall have a household registration in this city;
(2) The average annual income of a family or the average annual income of a single resident for two consecutive years before the acceptance of the application does not exceed the income line standard for purchasing affordable housing stipulated by this Municipality;
(three) the total amount of family property or the total amount of personal property of single residents does not exceed the property limit set by this Municipality for the purchase of affordable housing;
(four) family members or single residents in this city and other parts of the country do not have any form of residential construction land or their own housing;
(five) family members or single residents have not transferred residential construction land or their own houses in this Municipality and other parts of China within three years before the date of acceptance of the application;
(6) Family members or single residents have not purchased affordable or other preferential policies in this city and other parts of China, except for children who form a family alone as family members or apply for affordable housing after reaching the specified age;
(seven) other conditions stipulated by the municipal government. Single residents who apply for the purchase of affordable housing, their age conditions and area standards shall be formulated separately by the municipal government.
