Shanghai's social security can be paid by itself. Workers who are not employed by employers can directly pay social insurance premiums to social insurance premium collection agencies as flexible employees, but they can only pay basic medical insurance premiums and basic old-age insurance premiums. Where a worker goes to an employer for employment, the employer and the worker shall jointly pay social insurance premiums.

1. The term "flexible employees" as mentioned in this Notice refers to self-employed persons with household registration in this Municipality, individual industrial and commercial households without employees, part-time employees, men under 60 years of age, women under 55 years of age, and other flexible employees with legitimate economic income.

Second, flexible employees can apply for insurance to the community affairs acceptance service center in the street or township (town) where they are registered in accordance with the regulations, and the community affairs acceptance service center will go through the registration procedures for basic old-age pension and medical insurance at the social insurance agency and pay the basic old-age pension and medical insurance premiums.

Three, flexible employees to pay the basic old-age insurance, medical insurance premiums for the base of the city's average monthly salary of workers in the previous year 60% ~ 300%. The proportion of paying the basic old-age insurance premium is 30%, and the proportion of paying the basic medical insurance premium is 14%.
