Article 2 The term "social security card" as mentioned in these Measures refers to an integrated circuit card issued to the public and mainly used for government social management and public services in the fields of human resources and social security. The social security card is the electronic certificate for cardholders to enjoy social security and public employment services. It has the basic functions of information recording, information inquiry and business handling.

Article 3 Ministry of Human Resources and Social Security is responsible for managing the issuance and application of national social security cards. Provincial and municipal human resources and social security departments are responsible for the issuance and application management of social security cards in the region, and their subordinate information comprehensive management institutions specifically undertake the related affairs of social security card issuance and technical management.

Article 4 Social security cards shall be constructed according to the principle of multi-purpose and universality for one card. The issuance of social security cards in all localities must comply with the requirements of safety, integrity and public welfare, adopt unified national standards and norms, and ensure their use throughout the country.

Article 5 Provincial human resources and social security departments or municipal human resources and social security departments may issue social security cards with the approval of Ministry of Human Resources and Social Security. No other institution or organization may issue social security cards.

Article 6 The State exercises strict supervision over social insurance funds. The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall establish and improve the supervision and management system of social insurance funds to ensure the safe and effective operation of social insurance funds. People's governments at or above the county level shall take measures to encourage and support all sectors of society to participate in the supervision of social insurance funds.

Article 2 of People's Republic of China (PRC) Social Insurance Law

The state establishes social insurance systems such as basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance and maternity insurance, so as to guarantee citizens' right to get material help from the state and society in accordance with the law when they are old, sick, injured, unemployed and have children.

Article 10 of People's Republic of China (PRC) Social Insurance Law

Employees shall participate in the basic old-age insurance, and the employer and employees shall jointly pay the basic old-age insurance premium.

Individual industrial and commercial households without employees, part-time employees who have not participated in the basic old-age insurance in the employer and other flexible employees can participate in the basic old-age insurance, and individuals pay the basic old-age insurance premium.

The measures for the endowment insurance of civil servants and staff managed by reference to the Civil Service Law shall be formulated by the State Council.
