How can I buy a car in Beijing without a Beijing hukou and social security?

Of course.

Conditions for foreigners to buy a car in Beijing

Personnel from outside Beijing who apply for lottery car purchase have no passenger cars registered in this city, no motor vehicles that should be scrapped but not cancelled, hold valid motor vehicle driving licenses issued by the public security traffic control department, and meet one of the following two circumstances:

1. Non-local household registration personnel with valid Beijing work residence permit;

2. Non-Beijing household registration personnel who hold a valid temporary residence permit in Beijing and have paid social insurance and personal income tax continuously in Beijing for more than 5 years (inclusive).

This means that mainland residents who are not registered in Beijing will not be able to buy passenger cars in Beijing if they do not have a temporary residence permit, a residence permit in Beijing or an individual who has not paid social security and personal income tax for more than five years.

note:

1. "Personal income tax paid in this city for five consecutive years (inclusive) or more" refers to five consecutive years calculated from the year before the application year, and there is a tax record every year, which can be broken by month and unbreakable by year. If there is a broken year, the overdue payment is invalid. For example, the index application put forward by 20 12 requires that individual income tax be paid in this city for five consecutive years from 2007 to 20 1 1.

2 "continuous payment of social insurance in this city for more than five years (inclusive)" means that it is calculated for 60 consecutive months from the last month of the month of application, and it cannot be broken in that month. If there is a broken month, it will be valid after payment.
