Medical insurance policy for retired soldiers

The following policies apply to retired soldiers who are discharged from active service through government arrangements.

(a) Allow insurance and payment

Those who have not participated in social insurance are allowed to participate. Retired soldiers did not participate in the basic old-age insurance and basic medical insurance for urban workers when they joined the army, and the time of joining the army was regarded as the first time to participate in the insurance; 20 1 July1Retired before the implementation of the People's Republic of China (PRC) Military Insurance Law, length of military service is regarded as the payment period of basic old-age insurance and basic medical insurance; Retired after the implementation of the "People's Republic of China (PRC) Military Insurance Law", and the state subsidizes the basic old-age insurance for retired soldiers, the length of military service and the payment period of participating in the basic old-age insurance and basic medical insurance are calculated together.

After the payment is interrupted, the insured is allowed to pay back. Retired soldiers participating in the basic old-age insurance in arrears, unpaid, allowed to pay according to the number of years not exceeding my length of military service, exempt from late fees. Reach the statutory retirement age, the basic old-age insurance cumulative payment period (including length of military service) did not reach the minimum payment period stipulated by the state, allowing to extend the payment to the minimum payment period; 20 11July1If the payment is made for the first time before the implementation of the Social Insurance Law of People's Republic of China (PRC), and the minimum payment period is still less than five years after the extension of payment, the one-time payment is allowed to the minimum payment period. When reaching the statutory retirement age, the accumulated payment period of basic medical insurance for urban workers (including length of military service) has not reached the prescribed period of time, and the payment can be made to the prescribed period of time.

The problems existing in the participation of retired soldiers in work-related injury insurance, unemployment insurance and maternity insurance should be solved according to regulations.

(2) Responsibility and requirements for overdue payment.

Retired soldiers to participate in social insurance payment, in principle, part of the unit payment is borne by the unit, and part of the individual payment is borne by the individual.

If the original unit no longer exists or it is indeed difficult to pay, the superior competent department of the original unit shall be responsible for repayment; The competent department at a higher level does not exist or is unable to pay, and the competent department of retired military affairs in the resettlement place shall apply for financial funds to solve it. The repayment period of the government shall not exceed my length of military service. The financial subsidies for the above-mentioned units shall be borne by the central, provincial, municipal and county governments, and the provincial government in the resettlement area shall bear the main responsibility, and the central government shall give appropriate subsidies to the localities.

For individual contributions, if the individual belongs to the minimum living security object and the extremely poor, the local government will give appropriate subsidies to his individual contributions.

(three) the payment wage base and rate

Basic endowment insurance for urban workers. The payment wage base is determined by the resettlement place according to 60% of the average wage of employees in the previous year at the time of payment, and the payment rate of units and individuals is implemented in accordance with the provisions of the resettlement place at the time of payment, and personal rights and interests are recorded accordingly.

Basic medical insurance for urban workers. The base of payment salary is determined by the insured place according to 60% of the average salary of employees in the previous year at the time of payment, and the payment rate of units and individuals is implemented in accordance with the provisions of the insured place.

(4) Insurance and payment procedures

Establish a handling mechanism of "one-time acceptance and collaborative handling". Retired soldiers who need to participate in social insurance or pay social insurance premiums, with their valid identity documents and relevant retirement certificates, go to the competent department of retired military affairs in the resettlement place to register in length of military service and apply. The department in charge of veterans affairs in the resettlement place will provide the relevant identity information and certification materials to the social insurance, medical insurance and related collection agencies in the resettlement place (or the insured place) to handle the insurance and payment procedures.

Article 2 The state establishes social insurance systems such as basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance and maternity insurance, so as to guarantee citizens' right to receive material assistance from the state and society in accordance with the law in case of old age, illness, industrial injury, unemployment and maternity.

Twenty-sixth basic medical insurance for employees, new rural cooperative medical care and basic medical insurance for urban residents shall be implemented in accordance with state regulations.

Twenty-eighth medical expenses that meet the basic medical insurance drug list, diagnosis and treatment items, medical service facilities standards and emergency treatment and rescue shall be paid by the basic medical insurance fund in accordance with state regulations.
