According to the spirit of the document "Notice of Fujian Provincial Department of Labor and Social Security on Printing and Distributing the Interim Measures for the Administration of the Collection and Payment of Basic Old-age Insurance Fees in Fujian Province" (No.414 [2002] of Fujian Labor Society), the insured urban flexible employees must have accumulated payment years (including deemed payment years) of 15 years before they can enjoy monthly payment.

Second, according to the relevant spirit of the Regulations of Fujian Provincial People's Congress (No.036 of Fujian Provincial People's Congress [1997]), the insured who has handled the endowment insurance for flexible employees for less than 15 years will not enjoy the basic pension when they reach the legal retirement age (60 years for men and 55 years for women), and the amount stored in their personal accounts will be paid to them in one lump sum, basically.

Three, engaged in freelance work in state organs, institutions, state-owned enterprises, collective enterprises at or above the county level, the cumulative length of service can be regarded as the basic medical insurance payment period.
