According to the Social Insurance Law, Regulations on the Administration of Reporting and Paying Social Insurance Fees (Order No.20 of Ministry of Human Resources and Social Security), Notice on Adjusting and Perfecting the Verification Method of Basic Old-age Insurance for Enterprise Employees (E Lao She Fa [2008] No.20) and other laws, regulations and documents, according to the average monthly salary standard of employees in our city (365,438+074 yuan), we hereby declare relevant matters. We hereby notify you of the verification and adjustment of the basic old-age insurance, basic medical insurance, industrial injury insurance, maternity insurance, unemployment insurance (hereinafter referred to as "five insurances") and the payment base of the flexible employment insured in enterprises, institutions and institutions in our city as follows:
First, the "five insurances" payment base for employees of urban enterprises
(a) the enterprise employees "five insurance" individual payment base. The individual payment base of "five insurances" for enterprise employees is declared and approved according to the average monthly salary of employees (the salary of employees is calculated according to the statistical caliber of total wages stipulated by the National Bureau of Statistics). If the average monthly salary of employees is lower than 60% of the average monthly salary of employees in our city, it shall be declared and approved by 60% (1905 yuan); If the average monthly salary of employees is higher than 300%, it shall be declared and approved by 300% (9522 yuan); If the average monthly salary of employees is within the scope of declaration and approval, it shall be declared and approved according to my actual average monthly salary. If the basic medical insurance for enterprise retirees has not reached the minimum payment period, the approved payment base shall be declared according to the average payment base of employees of the enterprise.
(two) enterprise employees "five insurance" unit payment base. The payment base of enterprise employees' basic old-age insurance unit is declared and approved according to document E Lao She Fa [2008] No.20, and if the average monthly salary of the enterprise is lower than the total payment base of the insured employees, it shall be approved according to the total payment base of the employees; Higher than the total wages approved by the unit. The payment base of basic medical care, unemployment, work-related injury and maternity insurance for enterprise employees shall be approved according to the total amount of individual payment base of insured employees (including retirees who have not reached the minimum payment period). Central and provincial enterprises participating in the basic old-age insurance in Hubei Provincial Endowment Insurance Bureau, their unemployment, work-related injury and maternity insurance payment base shall be declared and approved according to the basic old-age insurance payment base approved by Hubei Provincial Endowment Insurance Bureau.
Construction and mining enterprises shall participate in work-related injury insurance for employees (especially migrant workers) who cannot participate in work-related injury insurance according to the employer, and the specific payment declaration and examination and approval measures shall be stipulated separately.
Two, institutions "five insurance" payment base
(a) the basic old-age insurance payment base. The payment base of basic old-age insurance for government agencies, institutions and individuals shall be declared and approved according to the monthly average of the sum of basic salary, state subsidies and performance pay. After the relevant provisions of the reform of the old-age insurance system in Hubei Province are promulgated, their provisions shall prevail.
(two) the basic medical insurance payment base. The basic medical insurance payment base of organs, institutions and individuals shall be declared and approved by the on-the-job personnel according to their average monthly salary, and the payment base of retirees shall be declared and approved by the on-the-job personnel of the unit. If the average monthly salary of on-the-job workers is lower than 60% of the average monthly salary of on-the-job workers in our city, it shall be declared and approved by 60% (1905 yuan); If the average monthly salary of employees is higher than 300%, it shall be declared and approved by 300% (9522 yuan); If the average monthly salary of employees is within the scope of declaration and approval, it shall be declared and approved according to my actual average monthly salary. The payment base of the unit shall be declared and approved according to the sum of the payment bases of on-the-job employees and retirees who have not reached the minimum payment period.
(three) unemployment, work injury and maternity insurance payment base. According to the Regulations on Unemployment Insurance and Industrial Injury Insurance, all kinds of institutions in the city should participate in unemployment insurance and industrial injury insurance, and their payment base should be declared and approved according to the payment base of employees participating in basic medical insurance. According to the Notice of Huangshi Municipal People's Government on Printing and Distributing the Trial Measures for Maternity Insurance for Urban Workers in Huangshi City (Huangshi Zhenggui [20 1 4] No.7), all government agencies and institutions in the city must participate in maternity insurance from 20 15 to1,and their payment base shall be declared and approved by on-the-job personnel to participate in the basic medical insurance payment base.
Three, flexible employment insurance payment base
(a) the basic old-age insurance payment base. According to the Notice of the General Office of the People's Government of Hubei Province on Adjusting the Payment Policy of Old-age Insurance for Individual Industrial and Commercial Households and Flexible Employees in Cities and Towns of the Province (Efu [2010] No.87), the basic old-age insurance payment base for flexible employees is 60%-300% of the average monthly salary of employees in our city (1905 -9522 yuan).
(two) the basic medical insurance payment base. The payment base of basic medical insurance for flexible employees is based on the Trial Measures for Basic Medical Insurance for Urban Employees in Huangshi City (Huangshi City Regulation [20 13] 1No.), and the payment is approved at the rate of 8% with 70%(2222 yuan) of the average monthly salary of employees in our city as the base.

Fourth, the job requirements
(a) the insured units should strictly abide by the "Social Insurance Law" and other relevant laws and regulations, truthfully declare the total wages of their own units and the individual payment base, and the social insurance payment base declaration shall implement the "two forms and two signatures" system. "two forms", that is, when the unit declares for approval, it is necessary to submit the annual report of financial statements and the annual report of labor wages. "Two signatures", that is, the legal representative of the insured unit, the trade union, the person in charge of human resources and finance must sign (seal) on the Checklist of Social Insurance Payment Base of Huangshi City Unit 20 15 (Annex 2); The employee himself must sign or seal the 20 15 Huangshi social insurance payment base declaration form (annex 3). Due to the insured units and individuals, it is inconvenient to concentrate or disclose the signature of the employee's payment of wages, which can be declared by means of signature or seal, and then submitted by the human resources department to the Municipal Social Insurance Bureau for review and filing. Once the individual payment base is approved, the actual payment will not be adjusted during the approved year.
(two) the enterprise insured unit has approved the total wages of the unit, with the "Huangshi enterprise insured unit pension insurance unit payment wage base declaration and approval form" directly declared. If the total salary of the unit is not approved, it is necessary to provide financial statements and annual labor salary reports. The final financial statement shall include basic information table, balance sheet, income statement, cost accounting table and detailed accounts of employee salaries payable, welfare expenses payable, projects under construction, expenses and costs for verification, and all materials shall be stamped with the official seal of the unit.
(three) the number of insured persons in more than 5 units in the submission of paper statements at the same time. You also need to submit the "Declaration Form for Payment of Employees' Wages" (hereinafter referred to as the "Declaration Form"). The format of the "Declaration Form" shall be uniformly formulated by the Municipal Social Security Bureau, and the payment base shall be entered according to the number of employees of the insured units in June 2065438+2005. Paper materials must be consistent with the data in the application form, and the consequences caused by inconsistency shall be borne by the insured unit.
(four) the city's 20 15 annual social insurance payment base declaration and approval work to implement centralized acceptance, unified examination and approval. The declaration time is June 26th, 2065438+June 65438, 2005, and all insured units must complete the declaration as required within this time. If there is any increase or decrease in employees in June, please declare before the increase or decrease. Units that fail to declare or submit incomplete information within the specified time will be dealt with according to the Social Insurance Law and relevant regulations.
Interpretation of the new policy of endowment insurance for enterprise employees in Hubei Province from 2065438 to 2007
Hubei Provincial Department of Human Resources and Social Security issued "Guiding Opinions on Innovating Social Insurance Policies and Services to Support New Urbanization Construction" (hereinafter referred to as "Opinions"). From 20 15 10 1 onwards, urban and rural residents of working age in Hubei Province can voluntarily apply for the old-age insurance for enterprise employees, regardless of household registration and geographical restrictions. The main contents include the following four aspects:
First, the threshold is lowered.
Urban and rural residents can also participate in the endowment insurance for enterprise employees.
According to the current policy, the object of endowment insurance for enterprise employees is enterprise employees with labor relations and flexible employees in cities and towns, and farmers can only participate in endowment insurance for urban and rural residents. The opinion puts forward for the first time that working-age urban and rural residents (except school students) who have not established labor relations with employers, who are over 16 years old, and whose males are under 60 years old and females are under 55 years old, can participate in enterprise endowment insurance with their personal ID cards as long as they wish.
Second, the procedure is simple.
Break the household registration restrictions and apply with an ID card.
In the past, in order to apply for endowment insurance for enterprise employees, in addition to reviewing personal identity card information, it was also necessary to review the nature of household registration, geographical scope, residence certificate, flexible employment certificate, industrial and commercial business license and other conditions, which restricted applicants from participating in the insurance.
According to the new policy, starting from 20 15 10 1, the admission procedures are simplified, and you can apply for admission with only one ID card without providing complicated materials.
Third, the principle of voluntariness
The new policy also stipulates that the insured can only establish a basic old-age insurance relationship and cannot participate in the insurance again. Working-age urban and rural residents who have participated in the old-age insurance for urban and rural residents, after participating in the old-age insurance for enterprise employees in their personal capacity, the old-age insurance relationship between urban and rural residents shall be sealed by the social insurance agency of the original insured place.
When the insured reaches the legal retirement age, the personal accounts of urban and rural residents' pension insurance and enterprise employees' pension insurance can be transferred to each other. If you choose to retire according to the endowment insurance for urban and rural residents, you can transfer the personal account of enterprise employees' endowment insurance to the personal account of urban and rural residents' endowment insurance; If you choose to retire according to the enterprise employee pension insurance, you can transfer the personal account of urban and rural residents' pension insurance to the personal account of enterprise employee pension insurance.
Fourth, policy flexibility.
For older insured persons, the Opinions put forward the policy of extending the payment for five years at one time, that is, when individuals participating in enterprise employee pension insurance reach the statutory retirement age, if the accumulated payment is less than 15 years, they can extend the payment to 15 years according to their own wishes, and then go through retirement procedures.
—— If the insured person is insured before the implementation of the Social Insurance Law, and the payment is still less than 15 years after the extension of payment for 5 years, he can pay to 15 years in one lump sum in the month when the payment is extended for 5 years;
—— If the insured is still less than 15 years after the implementation of the Social Insurance Law, but it has reached 10 years after the extension of payment for 5 years, the insured can pay a lump sum to 15 years in the month when the extension of payment has reached 5 years; If the payment is still less than 10 years after 5 years' delay, the payment can be continued and paid in one lump sum in the month when the actual payment period is 10 years. The one-time payment base shall not be lower than the average salary of employees in the city (state) where the one-time payment is made.
