Responsibilities of Laizhou Human Resources and Social Security Bureau:

(a) the implementation of national and provincial human resources and social security laws, regulations and policies; To formulate the city's human resources and social security development plans and policies, draft the city's local laws and regulations on human resources and social security, and organize their implementation, supervision and inspection.

Coordinate the formulation of policies and standards for urban and rural social insurance and supplementary insurance in the city, formulate unified measures for the renewal of social insurance relations in the city and organize their implementation, coordinate the formulation of basic old-age insurance policies for enterprises and institutions in the city, formulate management and supervision systems for social insurance and supplementary insurance funds in the city jointly with relevant departments, and prepare the draft budget and final accounts of social insurance funds in the city.

(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, formulate relevant policies related to the protection of workers' resettlement rights and interests in the city's economic restructuring, and maintain the stability of the city's employment situation and the overall balance of social insurance funds.

(VI) To formulate, jointly with relevant departments, policies on the distribution of wages and income for employees of government agencies and institutions in this Municipality, establish and improve the normal wage growth and payment guarantee mechanism for employees of government agencies and institutions in this Municipality and the subsidy system for various allowances, and formulate welfare and retirement policies for employees of government agencies and institutions in this Municipality. (7) To guide the personnel system reform of public institutions in the city in conjunction with relevant departments, formulate policies for the management of staff in public institutions and organs in the city, participate in talent management, formulate policies for the management and continuing education of professional and technical personnel in the city, be responsible for the reform of the professional title system in the city, improve the postdoctoral management system, be responsible for the selection and training of high-level professional and technical personnel in the city, and formulate policies to attract experts and overseas students to work or settle in Los Angeles.
