major duty

(a) to implement the laws, regulations, guidelines and policies on human resources and social security. To formulate policies and plans for the development of human resources and social security in the city, and organize their implementation.

(two) to formulate the city's human resources market development planning and human resources service industry development, human resources flow policy, and promote the rational flow and effective allocation of human resources.

(4) Promote the establishment of a multi-level social security system covering urban and rural areas. To formulate social insurance policies and standards for supplementary insurance such as pension, unemployment and work injury. Formulate unified measures for the renewal of pension, unemployment and work-related injury insurance in the city. Organize the formulation of pension, unemployment, work injury and other societies.

Insurance and its supplementary insurance fund management and supervision system, prepare the draft budget and final accounts of social insurance funds, and participate in the formulation of relevant social security fund investment policies. In conjunction with the relevant departments to implement the national insurance plan, the establishment of a unified social insurance public service platform.

(five) to be responsible for the prediction and information guidance of employment, unemployment and related social insurance funds in the city, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of payments of related social insurance funds.

(six) to formulate the city's labor and personnel dispute mediation and arbitration work plan and labor relations policy, and improve the labor relations consultation and coordination mechanism. Supervise the implementation of the system of working hours, rest and vacation for employees, supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female employees and underage workers. Organize and implement labor security supervision, coordinate workers' rights protection work, and handle labor security cases according to law.
