At your community health service station.

Steps:

1. Bring your social security card to the health service station to register. (PS: social security card can only be used after activation)

2. Ask the doctor on duty to make a referral slip. (Explain your situation to doctors and referral hospitals)

3. Take the referral form and stamp it at the toll booth.
